Summary

The Humanitarian Relief Program Manager is responsible for the delivery of the agency’s operational and logistical response to humanitarian relief services for newcomers, including refugees, SIV holders, immigrants, and people experiencing homelessness, along with other vulnerable populations. This includes services at locations like the Mother Teresa Center, Guadalupe Community Center, St. Stephens CARE Center, and other satellite or mobile sites.

The Program Manager ensures that all services—such as shelter referrals, food assistance, mobile showers, clothing, hygiene, educational support, legal referrals, housing, transportation, and trauma-informed case management—are delivered effectively. The role involves supervising up to 3 staff members and volunteers, managing equipment and vehicle use, and working non-traditional hours, including evenings, weekends, and remote locations. Bilingual in English and Spanish is required.

Position Responsibilities
  • Recruit, hire, and train staff; recommend terminations.
  • Develop employee growth plans.
  • Manage daily operations, service delivery, data, incidents, staffing, and logistics to ensure compliance.
  • Coordinate response efforts during humanitarian crises.
  • Manage donations, capacity building, and expenditures.
  • Maintain relationships with external stakeholders.
  • Update standard operating procedures for compliance.
  • Oversee grants, reporting, and budgets.
  • Work with volunteer coordinators for recruitment and training.
  • Provide situational updates to leadership.
  • Represent Catholic Charities in remote response efforts.
  • Review safety protocols and ensure data quality.
  • Report monthly on program goals.
  • Adhere to the Code of Conduct, promote collaboration, and support the organization’s mission.
Requirements

Minimum Qualifications:

  • Bachelor’s degree in social work or related field preferred.
  • 3+ years in humanitarian, emergency, or public health services; management experience.
  • 21+ years old, valid driver’s license, reliable transportation, and insurance.
  • Bilingual in English and Spanish.

Knowledge and Skills:

  • 3+ years in human services or related fields.
  • Proficiency in Microsoft Office.
  • Flexible, goal-oriented, culturally sensitive, and detail-oriented.
  • Experience with diverse populations, HIPAA, and confidentiality standards.
  • Ability to lift 25 lbs, operate large vehicles, and work non-traditional hours.
