Job Duties
- Plans, evaluates and directs statewide Community Corrections Programs.
- Develops and maintains state standards & administrative rules.
- Assists Community Correction/Parole Program Specialists in developing statewide program audit schedules and assists with audits.
- Keeps informed of policy and procedure changes at State level.
- Develops a comprehensive quality assurance plan for the Bureau of Community Sanctions.
- Conducts on site observations of auditors during interactions with grant funded programs and provides the necessary feedback and coaching aimed at professional development.
- Provides recommendation to Bureau Chief or designee to assist in the development of an annual training plan for Bureau staff.
- Analyzes audit score trends to determine additional training needs and considers adjustments to audit scoring language or scoring.
- Compares program audit results with available program recidivism data.
- Remains in full understanding of all the current research surrounding core correctional practices.
- Provides technical assistance to Community Corrections programs to include ongoing training to enhance program effectiveness.
- Works with governing boards and Local Corrections Planning Boards (LCPB) on developing programs and assists them with criminal justice planning with other state agencies.
- Assists in preparation and review of community corrections spending budgets.
- Approves budget changes for community corrections programs.
- Prepares annual reports.
- Monitors programs for compliance to contract objectives (i.e. offender placements, success rate, cost and services provided).
- Maintains fiscal and program records.
- Participates in writing goals, objectives and performance measures for Bureau.
- Responds both verbally and in writing to inquiries & concerns.
- Represents Bureau on committees.
- Assists in development of management information system.
- Plans and coordinates training events.
- Attends staff meeting, conferences and training sessions.
- Completes special projects as assigned.
- Requires overnight travel.
- Directly supervises staff.
- Prioritizes and approves work schedules & itineraries.
- Assigns reviews and approves work.
- Reviews & approves work products for content and accuracy.
- Responds to questions and concerns and resolves problems.
- Disseminates and interprets policy and procedures.
- Approves requests for leave, overtime, compensatory time, bi-weekly attendance reports and travel vouchers.
- Identifies training needs and conducts or arranges for training opportunities (i.e. on-the-job and in-service).
- Writes employee goals and completes and conducts timely performance evaluation reviews.
- Responds to EEO complaints and grievances.
- Conducts investigations and presents at pre-disciplinary hearings of alleged staff misconduct as requested.
- Initiates disciplinary action if necessary.
- Responds to complaints about staff.
- Conducts staff meetings.
- Screens and interviews applicants, conducts pre-employment background investigations and makes recommendations for hire.
- Attends meetings, trainings and conferences.
- May give presentations and conduct training.
- Works on special projects &/or committees as assigned.
- Performs other duties as assigned.

Qualifications
- Completion of undergraduate core program in social or behavioral science, pre-medicine or public or business administration or accounting; 18 months experience in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 months experience in supervisory principles/techniques.
- Or completion of graduate core program in social or behavioral science, medicine-related field or public or business administration or accounting; 12 months experience in delivery of human services or medical assistance in governmental, community or private human support services agency or medical provider or review of such services for cost containment/budget planning; 6 months experience in supervisory principles/techniques. Note: Training in business or public administration or accounting & experience in review of services for cost containment/budgeting only pertain to medical cost containment program administrator positions.
- Or equivalent of Minimum Class Qualifications for Employment noted above.
