Job Description

Office of Legal & Acquisition Services

The Bureau of State Hearings conducts fair hearings and provides due process for appeals related to the program benefits administered by the Ohio Department of Job and Family Services and its state partner agencies.

What You’ll Do

  • Preside over fair hearings including the administration of oaths, and examination of witnesses.
  • Weigh evidence, rule on motions or objections and apply the appropriate standard of proof.
  • Research the Ohio Administrative Code (OAC), the Ohio Revised Code, the Code of Federal Regulations, and all other applicable state and federal rules, regulations, laws, court decisions and terms of partnership agreements.
  • Write recommended hearing decisions based on testimony, evidence, and applicable program regulations and state and federal laws. The recommended hearing decisions must contain all the required elements outlined in the OAC including final resolution of appeals including compliances, as appropriate.
  • Complete all related administrative tasks including reports and correspondence.
  • Attend trainings. either virtually or in person, workshops and conferences to keep up to date on applicable policies and procedures.

Challenges

  • The Bureau of State Hearings is a fast-paced, production environment due to the volume of work and the requirement to meet established federal standards and timelines.
  • You may occasionally interview uncooperative parties in the hearing process.
  • You should be able to recognize and shift priorities as necessary to meet established timelines.

Necessary Skills

  • You should possess knowledge of human services policies and procedures and/or adjudicative hearing practices and procedures which can be further developed during the probationary period.
  • You must be able to operate a personal computer and all applicable ODJFS software applications. You must be able to originate and prepare hearing records and reports and be able to access and research information on the internet. You should be a clear and concise writer.

Schedule: Monday - Friday, 8:00 am - 5:00 pm. This position is currently remote but is slated to transition to in-person in accordance with the ODJFS return-to-office policy. Flex schedule will be considered after the probationary period is completed.

Travel: Although the majority of hearings are held virtually, you must be able to travel, as required, to county offices, designated state facilities or remote locations.

Qualifications

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

The ideal candidate, at minimum, must have the following:

Option 1:

Completion of undergraduate core coursework in behavioral/social science, humanities or business administration;

AND

    • 3yrs. exp. with human services programs, policies & procedures;

AND

    • 1 course or 3 mos. exp. in operating word processor or personal computer.

Option 2:

    • Admission to Ohio Bar per Section 4705.01 of Revised Code;

AND

    • 12 mos. exp. with human services programs, policies or procedures

AND

    • 1 course or 3 mos. exp. operating word processor or personal computer.

Option 3:

    • 12 mos. exp. as Human Services Hearing Officer 1, 63971.


Option 4:

    • Equivalent of minimum class qualifications for employment noted above.

Pay Information

T his position is in the State of Ohio’s OCSE APay Schedule, Pay Range 33. Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $32.08 per hour) . These ranges provide a standardized pathway for pay increases. With continued employment, new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.

Telework Policy

ODJFS may require occasional in-person meetings for training or other operational needs. You will have access to ODJFS shared workspaces, if needed. Employees are required to sign a teleworking agreement upon their first day. Schedules are subject to change based on the agency’s operational needs and telework status . Telework is considered a privilege and agreements are reviewed annually.
