POSITION SUMMARY
DecisionHR is looking for a Human Resources Supervisor to oversee our West Coast client-facing team for our Professional Employer Organization (PEO). This position will provide leadership, client escalation management, and is an expert in California employment regulations. You'll be the go-to resource across a multi-state client portfolio for our most complex West Coast compliance situations, and a trusted escalation partner for both clients and your HR team.
ESSENTIAL FUNCTIONS
Team Leadership & Performance Management
- Directly supervise HR Business Partners and HR Generalists supporting West Coast client accounts; set performance expectations, manage workloads, provide ongoing coaching and feedback, and hold the team accountable to quality and compliance standards.
- Conduct regular one-on-ones and team check-ins; identify development needs and create growth opportunities for each team member within the client-facing HR career ladder.
- Partner with the HR Manager on hiring, onboarding, performance management, and organizational planning for the West Coast HR team.
- Monitor team capacity and client account distribution; proactively address coverage gaps, succession risks, and service quality concerns.
Client Escalation Management
- Serve as the primary escalation point for complex, sensitive, and high-risk HR matters arising from the West Coast team's client portfolio - including multi-party investigations, termination-for-cause situations, ADA accommodation disputes, and imminent litigation risks.
- Lead or co-lead high-stakes client conversations and crisis-level employee relations situations alongside the HRG/HRBP.
- Maintain oversight of client relationship health across the West Coast portfolio; intervene proactively when client satisfaction or compliance is at risk.
California & West Coast Employment Law Expertise
- Serve as the team's subject-matter expert on California employment law, including the California Labor Code, FEHA, CFRA, PDL, Bereavement leave, Time off compliance, Cal/OSHA, local ordinances (pay transparency, minimum wage, paid sick leave), and PAGA exposure.
- Advise HRG/HRBPs and clients on California-specific wage and hour requirements: daily overtime, meal and rest period obligations, split shift premiums, final pay timing, pay stub requirements, and classification of exempt vs. non-exempt employees under California law.
- Monitor California and other West Coast state legislative and regulatory changes; assess client-level impact and lead team communications and remediation planning.
- Support multi-state compliance strategy for clients operating across California, Oregon, Washington, Arizona, Nevada, and other applicable jurisdictions.
Quality Assurance & Process Ownership
- Review escalated work product and client-facing communications for quality, consistency, legal defensibility, and alignment with DecisionHR standards.
- Develop, maintain, and enforce HR team SOPs, documentation standards, audit frameworks, and client communication templates.
- Identify systemic issues or recurring client risk patterns across the West Coast portfolio; develop and implement corrective strategies in coordination with the HR Manager/HR Director.
- Support and contribute to team training, knowledge-sharing, and professional development initiatives.
Client HR Consulting (Direct Portfolio)
- Maintain a limited direct client portfolio, providing HRBP-level consulting to key or complex accounts that benefit from senior-level HR oversight.
- Deliver HR audits, compliance assessments, policy guidance, and strategic workforce recommendations to assigned clients.
- Design and deliver training to client managers and employees on California-specific and multi-state HR compliance topics.
- Follow company policies and procedures required to comply with applicable data privacy and confidentiality requirements, including but not limited to SOC controls and HIPAA Privacy and Security regulations.

Qualifications
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor's degree in Human Resources, Business, or a related field required.
- 7+ years of progressive HR experience with at least 2 years in a supervisory, team lead, or people management role.
- Deep, demonstrable expertise in California employment law including the California Labor Code, FEHA, CFRA, PDL, PAGA, Cal/OSHA, and California wage and hour requirements.
- Experience managing a team of HR professionals in a client-facing, multi-client, or PEO environment.
- Proven track record managing complex employee relations matters, investigations, and client escalations at a senior level.
- PHR/SPHR or SHRM-CP/SHRM-SCP certification required.
- Strong written and verbal communication skills; experience presenting to senior client leadership.
PREFERRED EDUCATION AND EXPERIENCE
- Experience in a PEO, HR outsourcing, or multi-client HR consulting environment strongly preferred.
- Experience supervising remote or geographically dispersed HR teams.
- Multi-state compliance experience across Oregon, Washington, Arizona, and Nevada.
- Experience with PAGA claims, California Labor Commissioner complaints, or Cal/OSHA investigations.
- Established professional network in the California HR and employment law community.
