About This Position

The City of Austin's Emergency Medical Services Department provides 9-1-1 emergency medical response to the citizens of Austin and Travis County serving a population of over 2.2M citizens in a service region of over 1,039 square miles. While most of the assistance we give to the community is medical in nature, the smallest part of what we do involves truly time-critical life-threatening emergencies. Yet everything we do is about service: service to our patients, their families and loved ones; service to our community; and service to the people who make up Austin-Travis County Emergency Medical Services.

The Human Resources Specialist Senior is the primary/lead position responsible for administering the full range of payroll for Austin-Travis County Emergency Medical Services (ATCEMS) using systems assigned by the City and ATCEMS. This position serves as the point of contact for HR-related issues involving Workday, UKG Dimensions, and TeleStaff to both internal and external entities. This position also provides talent acquisition and onboarding support, as well as HR data compilation and documentation.

ATCEMS Human Resources roles are multi-faceted covering a wide range of HR support. These positions offer opportunities for employees to become familiar with several HR-related program areas ranging from Payroll and Benefits to Leave Management, Talent Acquisition, and Organizational Development amongst other general HR facets.

Job Description
Purpose

Provides support, advice, and problem solving in areas of human resources (HR).

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Provides advanced support to journey and senior level HR staff by reviewing recommendations, project plans, procedures, and workflows for accuracy and compliance with existing policies and processes.
  • Develops, implements, administers, and evaluates moderately complex HR programs.
  • Leads the development and implementation of systems, policies, procedures, strategies, and process workflows for use within departments.
  • Conducts advanced research, provides information to HR staff and employee groups in assigned area(s) of responsibility, and makes appropriate recommendations based on findings.
  • Advises and counsels HR staff, management, and other employee groups related to compliance with and the communication, interpretation, and implementation of established City policies and other relevant employment laws and regulations.
  • Assists in resolving advanced HR problems, researches and applies best practices, reviews recommendations, and monitors implementation of agreed-upon actions until the problem has been resolved.
  • Researches information as requested or needed; compiles data; and writes informational memos, letters, reports, forms, plans, documents, and queries using computer, spreadsheets, databases, or presentation software.
  • Conducts analysis of metrics and morale indicators, such as surveys, turnover, and grievances; and recommends corrective action within the area of specialization.
  • Collaborates and participates on teams with HR and other stakeholders

Minimum Qualifications
  • Graduation with an Associate degree from an accredited college or university with major coursework in a related field, plus three (3) years of related HR experience.
  • Any combination of education and/or experience may be substituted for the minimum qualifications.
Licenses and Certifications Required

None.

Preferred Qualifications
  • Experience managing payroll processes as an active participant through all cycles of payroll from time entry to closure and employee pay out.
  • Experience using UKG Kronos systems such as Workforce Dimensions, TeleStaff or other similar scheduling and/or timekeeping systems.
  • Experience with Workday or similar HCM, HRMS or HRIS.
  • Ability to communicate with tact, build rapport, and establish relationships within a customer service environment.
  • Experience running reports and manipulating data.
  • Proficiency in Microsoft Office including Word, Excel and Outlook.

Schedule may vary based on business need with option for hybrid telework schedule after successfully completing the established training period.
