Job summary

The Town of Tarboro, NC is seeking a qualified Human Resources Officer to join our Administrative Services team. This role provides professional guidance on personnel policies, coordinates recruitment, onboarding, benefits, and HRIS administration, while ensuring confidentiality and compliance.

Ideal candidates hold a Bachelor's degree in HRM/PA/BA or related field with progressive HR experience, knowledge of employment laws, and strong communication skills.

Qualifications

  • Bachelor's degree in HRM/PA/BA or related field with progressive HR admin experience.
  • Knowledge of federal/state employment laws and regulations.
  • Ability to interpret personnel policies and manage multiple priorities.
  • Experience with HRIS and standard office tech is desirable.

Responsibilities

  • Coordinate recruitment, postings, interviews, onboarding and separations.
  • Administer benefits programs, FMLA and open enrollment; ADA & workers' comp leave.
  • Provide guidance on personnel policies and employee relations.
  • Maintain personnel records and HRIS with confidentiality and compliance.
  • Support risk management, safety and policy updates; prepare reports.

EMPLOYMENT OPPORTUNITY
HUMAN RESOURCES OFFICER

The Town of Tarboro is seeking an experienced, professional, and detail-oriented Human Resources Officer to join our Administrative Services team. This position serves as the Town's operational human resources professional and is responsible for coordinating and administering the day-to-day human resources functions for the Town. The position works closely with department directors, supervisors, and employees and provides professional guidance regarding personnel policies, practices, and employment requirements.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the position if the work is similar, related, or a logical assignment for this position. Employee may perform other related duties as necessary to meet the ongoing needs of the Town.

  • Recruitment & Employment: Coordinate recruitment and selection activities, including job postings, application screening, interviews, testing, background checks, pre-employment requirements, new employee orientation, onboarding, and employee separations.
  • Benefits & Leave Administration: Administer employee benefit programs, including health and supplemental insurance, retirement programs, COBRA, and annual Open Enrollment. Administer FMLA and other protected leave programs and coordinate ADA accommodations and workers' compensation leave.
  • Employee Relations & Performance Management: Provide guidance to supervisors and employees regarding personnel policies and procedures. Assist department directors with employee counseling, disciplinary actions, performance improvement, and employee concerns. Support the Town's performance evaluation, employee recognition, engagement, and wellness programs.
  • Personnel Records & Compliance: Maintain official personnel records and HR information systems in accordance with applicable laws and records retention requirements.Ensure confidentiality and security of personnel information and coordinate required employment reporting.
  • Workers' Compensation & Risk Management: Administer the Town's workers'compensation program, including accident reporting, claims administration, and return-towork activities. Assist with employee safety and personnel-related risk management activities.
  • Human Resources Administration: Assist with implementation and administration of personnel policies and procedures; research employment laws and human resources best practices; assist with policy updates, classification and compensation studies, salary and benefit surveys, personnel budgets, training programs, and other HR initiatives. Prepare reports and serve as liaison with benefit providers, consultants, regulatory agencies, and other external partners.
Qualifications:
Education & Experience

Bachelor's degree in Human Resources Management, Public Administration, Business Administration, or a related field and considerable progressively responsible experience in human resources administration, preferably in local government;or an equivalent combination of education and experience.

Knowledge & Abilities

Thorough knowledge of human resources principles and practices and applicable federal and state employment laws and regulations. Ability to interpret and apply personnel policies and employment requirements; analyze personnel issues and recommend solutions; communicate effectively with employees and management; maintain strict confidentiality; exercise sound judgment; and manage multiple priorities and deadlines.

Technical Skills

Proficiency with Microsoft Office and standard office technology.Experience with a human resources information system (HRIS) is highly desirable.

Certification

Professional certification such as SHRM-CP, SHRM-SCP, IPMA-SCP, PHR, or equivalent is desirable.

Other

Valid North Carolina driver's license.
