Job summary

Qualifications

  • Experience onboarding, employee relations, performance management, benefits administration, and HR documentation.

Responsibilities

  • Establish and maintain foundational HR processes for the U.S. operation.

  • Maintain confidential personnel records.
  • Support employee relations, performance management, investigations, and coaching.

Job description

A growing international engineering, construction, and development organization is seeking a hands-on Human Resources & Office Manager to help establish and support its expanding U.S. operations in Katy, Texas.

This is an opportunity to build—not simply maintain—an HR function. The successful candidate will lead recruiting, employee administration, compliance, and day-to-day office operations while developing scalable people practices for future growth.

The role is ideal for an organized, resourceful HR professional who enjoys both strategic and practical work. You may recruit a key employee, address an employee-relations matter, coordinate onboarding, prepare management documentation, or resolve an office issue—all in the same week.

As the organization grows, this position offers the opportunity to develop into a broader U.S. HR leadership role.

Key Responsibilities
Human Resources
  • Establish and maintain foundational HR processes for the growing U.S. operation.
  • Serve as the primary local HR resource for employees and management.
  • Coordinate onboarding, orientation, employee documentation, personnel changes, and offboarding.
  • Maintain accurate, organized, and confidential personnel records.
  • Support employee relations, performance management, workplace investigations, and manager coaching.
  • Develop and administer policies, procedures, and employee handbook materials appropriate for U.S. operations.
  • Coordinate payroll information, benefits enrollment, leave administration, and employee changes with internal teams and third-party providers.
  • Monitor compliance with applicable federal, Texas, and local employment requirements.
  • Support compensation reviews, workforce planning, employee development, and succession planning.
  • Partner with global HR leadership to align local practices with broader company standards and U.S. legal requirements.
Talent Acquisition
  • Manage full-cycle recruiting for administrative, finance, engineering, project management, operations, and leadership positions.
  • Partner with hiring managers to define requirements and develop effective job descriptions.
  • Source candidates through LinkedIn, job boards, referrals, professional associations, universities, and direct outreach.
  • Screen applicants, coordinate interviews, conduct reference checks, and assist with offer preparation.
  • Maintain recruiting pipelines and provide clear hiring-status updates to leadership.
  • Build relationships with universities, trade groups, industry associations, and local professional networks.
  • Develop scalable recruiting and onboarding processes to support continued expansion.
  • Deliver a professional and consistent candidate experience.
Office Management and Administration
  • Oversee the daily operation of the Katy office.
  • Manage supplies, equipment, vendors, facilities requests, and service providers.
  • Welcome visitors and coordinate meetings, interviews, and company events.
  • Assist with calendars, travel arrangements, expense documentation, correspondence, and presentation materials.
  • Maintain organized electronic and physical business records.
  • Coordinate office access, new-hire workstations, technology requests, and employee equipment.
  • Provide practical administrative support to executives and employees.
  • Take ownership of operational needs and proactively resolve problems.
Required Qualifications
  • Bachelor’s degree in human resources, business administration, or a related field, or equivalent professional experience.
  • Five or more years of progressive human resources experience.
  • Demonstrated full-cycle recruiting experience for professional and corporate positions.
  • Working knowledge of federal and Texas employment requirements.
  • Experience with onboarding, employee relations, performance management, benefits administration, and HR documentation.
  • Strong administrative and office-management capabilities.
  • Proficiency with Microsoft Outlook, Word, Excel, PowerPoint, and Teams.
  • Experience using an HRIS, applicant tracking system, or payroll platform.
  • Strong written and verbal communication skills.
  • Sound judgment and the ability to handle sensitive information confidentially.
  • Authorization to work in the United States without employer sponsorship.
Preferred Qualifications
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • Experience in construction, engineering, infrastructure, energy, or another project-driven industry.
  • Experience supporting a startup, market-entry initiative, or rapidly growing organization.
  • Experience working with global or internationally based teams.
  • Knowledge of employment eligibility verification, benefits implementation, workers’ compensation coordination, and multi-state hiring.
  • Experience recruiting engineers, project managers, estimators, finance professionals, and operational leaders.
