Human Resources Manager (Operations)

POSITION DETAILS

Reporting to the Director of Human Resources, the HR Operations Manager supports the day-to-day coordination and administration of HR operations, with a focus on consistency, efficiency, and quality customer service. Working in collaboration with HR leadership and campus partners, the HR Operations Manager contributes to operational reporting, audits, and improvement efforts that strengthen service delivery and ensure sound HR practices.

  • Daily HR Operations management, support continuous improvement initiatives across HR operations through operational reporting, audits, and post-implementation analysis to identify trends and improvement opportunities
  • Oversee the day-to-day HRIS function provide direction to HRIS staff, Coordinate and delegate HRIS priorities, ensure HRIS processes effectively support payroll functions.
  • Develop queries and run reports from CUNYfirst HCM, Payroll, and EPAF systems, conduct audits and analyzing data to ensure accuracy and identify operational issues.
  • Collaborate with the TAM Manager and Benefits Manager to ensure seamless workforce planning, efficient onboarding processes, accurate data flow, and alignment between hiring activities, compensation, benefits administration, and overall HR operational policies.
  • Oversee campus payroll operations ensuring accuracy, compliance, implementing corrective actions and process improvements as needed.
  • Serve as the campus payroll lead and primary point of campus escalation, managing relationships with University Payroll, to resolve payroll matters and align practices with institutional requirements.
  • Direct payroll audits, reporting and control reports to proactively identify campus pay issues
  • Provide expert guidance to employees, administrators, and senior leadership on payroll, ensuring consistent interpretation, and compliance.
  • Oversee campus timekeeping and leave administration processes, ensuring accurate recording, approval, and compliance for hours worked, leave usage, overtime eligibility, differentials, and exceptions in alignment with labor laws, collective bargaining agreements, and institutional policy.
  • Direct audits and reconciliations of time and leave data and implementing corrective actions to improve data accuracy and process integrity.
  • Collaborate closely with the Benefits team to align time and leave administration with benefits eligibility, in compliance with policy and contractual requirements.
QUALIFICATIONS

Bachelor's Degree and six years' related experience required.

Manages a portfolio of Human Resources programs and operations at the College level.

  • Assumes responsibility for delivery of one or more human resources programs, which may include recruitment, performance management, labor relations, pay administration, recordkeeping, and/or human resources technology
  • Manages staff responsible for carrying out operations in the Human Resources office
  • Directly supports College department chairs and managers in staff planning, recruiting, hiring, and resolving sensitive personnel issues regarding their employees
  • Provides guidance on the impact of laws and regulations, CUNY policies, and collective bargaining agreements
  • Provides outreach to employees and provides communications such as meetings, newsletters, and web sites
  • Compiles accurate and well-organized reports
  • Assists management with developing policies, procedures, and programs to support Human Resources' objectives
  • Performs related duties as assigned.

COMPENSATION AND BENEFITS

$113,745- $122,202; Salary commensurate with education and experience.
