Human Resources Manager – Transdev (Chula Vista, CA)

This position supports the management team with full‑cycle recruiting and other HR responsibilities. We are seeking customer service‑oriented professionals dedicated to safety.

Compensation and Benefits

• Competitive salary range: $86,500 – $108,000
• Vacation: minimum 2 weeks

Key Responsibilities

• Develop strategic partnership with operating management on day‑to‑day HR activities, including policy development.
• Administer and monitor compliance with company policies, procedures, discipline, employee relations, and union/non‑union initiatives.
• Lead the development of employee handbooks and related materials, ensuring consistency and cost competitiveness.
• Support business needs in HIPAA/PHI, SOC2 audits, employee relations, hiring, engagement, and a safe, fair work environment.
• Maintain up‑to‑date literature on handbooks, recognition programs, and HR files.
• Collaborate with management to implement proactive employee relations strategies for union and non‑union personnel.
• Recommend and implement employee relations best practices.
• Advise branch managers on employee relations matters, dispute resolution, handbook interpretation, disciplinary issues, labor code, human rights, and statutory obligations.
• Stay informed on HR trends, practices, and legislation affecting employment programs, policies, or procedures.

Qualifications

• Five or more years of direct experience managing HR and labor relations in a public transit service.
• Experience administering collective agreements.
• Experience in recruitment and terminations.
• Experience in benefits and compensation administration.
• Experience managing employee files.
• Labor relations specialist experience with employee education, training, and outreach.
• Other relevant HR qualifications.
• Subject to DOT drug testing and physical if applicable. DOT Regulation 49 CFR Part 40 prohibits Schedule I drugs, including cannabis, for any reason.

Physical Requirements

Must be able to work shifts or flexible work schedules as needed. The role involves long periods of sitting, typing, or viewing a computer screen and may require a combination of indoor and outdoor work environments.
