Descripción del empleo

Totality Treatment Center is hiring a Human Resources Manager to own HR as a compliance function for a DMC-ODS substance use disorder treatment provider serving Medi-Cal members in Los Angeles County. This onsite role centers on keeping personnel records audit-ready, building structured onboarding, and ensuring staffing, credentialing, exclusions, training, and employee relations are handled with regulatory rigor.

You will partner closely with the Executive Director to shape HR processes that scale, while supporting a trauma-informed, supportive workforce culture. The position plays a direct role in readiness for SAPC and DHCS reviews and supports people with lived experience of recovery in the organization.

What you’ll do
  • Own the HR function and act as a strategic partner to the Executive Director, building HR policies, an employee handbook, and scalable processes; supervise HR staff if applicable.
  • Run a structured onboarding program so Medi-Cal service billing and client-facing work do not begin until paperwork, credential verification, exclusion checks, health screenings, required trainings, and EHR/Sage access are complete, with new-hire check-ins at 30, 60, and 90 days.
  • Maintain a real-time view of team status including credentialing, renewals, training due dates, open roles, schedules and coverage gaps, and attendance or performance concerns, following up with managers and staff until items are closed.
  • Lead recruiting for hard-to-fill Medi-Cal roles by posting positions, screening candidates, and coordinating interviews for clinical (SUD counselors, LPHAs, peer support specialists, medical staff) and administrative roles.
  • Verify and track SUD counselor registration/certification (CCAPP, CADTP, CAADE) and LPHA licenses, monitoring timelines to ensure certifications do not lapse and managers are alerted in advance.
  • Maintain complete, audit-ready personnel files that meet DHCS licensing/certification and SAPC contract requirements, including job descriptions, credentials, health screenings (for example TB), and required training records.
  • Conduct pre-hire and monthly exclusion checks (OIG LEIE, Medi-Cal Suspended & Ineligible Provider List, SAM) and coordinate background checks in line with the California Fair Chance Act.
  • Track completion of SAPC- and DHCS-required trainings, including ASAM, HIPAA and 42 CFR Part 2, and cultural competency, as well as California harassment-prevention and workplace violence prevention training.
  • Pull staff records for SAPC and DHCS reviews and work with Compliance to close personnel-related findings.
  • Advise managers on performance, discipline, and terminations; lead workplace investigations; and manage risk related to claims and agency complaints.
  • Administer leave (CFRA, FMLA, PDL, paid sick leave), support accurate timekeeping and meal/rest break practices, and keep required postings and policies current.
  • Manage salary bands and pay-transparency compliance, handle benefits renewal and open enrollment, partner on payroll, and ensure HRIS data accuracy.
  • Track turnover and workforce metrics, lead retention efforts, report to leadership, and support a supportive, trauma-informed, mission-driven workplace culture.
Requirements
  • 5+ years of progressive HR experience, including at least 2 years in an HR management or lead generalist role, and at least 2 years with a behavioral health, SUD treatment, or Medi-Cal-funded healthcare organization in Los Angeles County.
  • Working knowledge of DMC-ODS staffing and credentialing requirements, including SUD counselor registration/certification and LPHA licensing.
  • Experience maintaining personnel files that have gone through SAPC, DHCS, or similar regulatory audits.
  • Strong knowledge of California employment law, including leave laws, wage and hour, Fair Chance Act, and harassment-prevention training.
  • Experience leading workplace investigations and advising leadership on employee relations and risk.
  • A hands-on, follow-through approach that tracks every open item across onboarding, renewals, and training.
  • Strong organization, judgment, and confidentiality, with comfort handling sensitive employee and health information.
