Job summary

New Dawn Treatment Center in Roseville, CA is seeking an experienced HR Manager to lead the HR department, develop policies, ensure legal compliance, and align people strategy with our mission. Qualifications

• Bachelor’s degree required; master’s degree preferred.
• Five years of HR management experience; preferably in mental health or substance use disorder settings.
• SHRM-CP or SHRM-SCP certification required.
• Valid California driver’s license with clean driving record and personal auto insurance.
• Current CPR and First Aid certifications required.
• Knowledge of HIPAA and CFR-42 client confidentiality regulations.
• Excellent written and oral communication skills.
• Ability to work under pressure individually and in a team.

Responsibilities

• Collaborates with senior leadership to understand staffing, recruiting, and retention goals.
• Plans, leads, develops, coordinates, and implements HR policies, processes, training, surveys, and initiatives.
• Oversees compensation, benefits, leave, disciplinaries, investigations, performance and talent management, productivity, recognition, morale, and safety training.
• Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
• Analyzes organizational trends using HRIS/talent management system reports and metrics.
• Ensures compliance with federal, state, and local employment laws; updates policies accordingly.
• Keeps abreast of trends, regulatory changes, and new HR technologies; communicates changes to upper management.

Summary

We are seeking a skilled HR Manager to join our compassionate team at New Dawn Treatment Center in Roseville, CA. In this vital role, you will plan, lead, direct, develop and coordinate the policies, activities and staff of the HR department, ensuring legal compliance and implementation of the organization's mission and talent strategy.

Responsibilities:

• Collaborates with senior leadership to understand the organization's goals and strategies related to staffing, recruiting, and retention.
• Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization's human resource compliance and strategy needs.
• Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
• Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management.
• Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resource information system (HRIS) or talent management system.
• Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommends best practices; reviews and modifies policies and practices to maintain compliance.
• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
• Other duties as assigned.

Qualifications:

• Bachelor's degree in human resources, Business Administration, or related fields required; master's degree preferred.
• At least five years of human resource management experience required; preferably in mental health or substance use disorder settings.
• BambooHR experience is required.
• SHRM-CP or SHRM-SCP is required.
• Must have and maintain a valid California driver's license, clean driving record, and maintain personal auto insurance coverage.
• Current CPR and First Aid certifications are required.
• Must have a current TB test or chest x-ray.
• Knowledge and understanding of HIPAA and CFR-42 client confidentiality regulations.
• Excellent written and oral communication skills.
• Ability to work well and quickly under pressure both individually and as part of a team.
• Excellent project management skills to consistently meet deadlines.
