The Human Resources Manager is responsible for the day-to-day management and continued development of the company's human resources function, including recruiting and onboarding, employee relations, compensation and benefits administration, performance management, training, HR compliance, and personnel records. The position serves as a trusted resource to employees and management and supports the company's biweekly payroll process. The HR Manager is expected to identify opportunities to improve HR systems and processes while maintaining accurate, confidential, and legally compliant employment practices.

Essential Functions and Responsibilities

  • Develops and administers various human resources plans and procedures for all company personnel.
  • Plans and organizes all activities of the department; participates in developing department goals, objectives, and systems.
  • Serves as a trusted resource to employees and management on employee-relations matters; investigates workplace concerns, facilitates resolution of conflicts, advises managers regarding performance and disciplinary matters, and ensures appropriate documentation and consistent application of company policies.
  • Administers and periodically reviews the company's compensation program; conducts market compensation analyses; maintains job descriptions; develops recommendations regarding salary ranges and the annual merit budget; and monitors the performance-review program for effectiveness and consistency.
  • Designs frameworks for employee appraisals and goal setting in coordination with the company President.
  • Develops, recommends, and implements personnel policies and procedures; prepares and maintains the employee handbook and related policies.
  • Administers employee benefit programs, including enrollment and eligibility changes, employee communications, coordination with brokers and carriers, invoice review and reconciliation, and assistance to employees in resolving benefit-administration issues.
  • Manages full-cycle recruitment for exempt, nonexempt, and temporary positions, including development and placement of job postings, candidate screening, interview coordination, selection support, approved job offers, and new-hire onboarding.
  • Conducts exit interviews and analyzes employee feedback and turnover data to identify trends and opportunities for improvement.
  • Establishes and maintains department records and reports, participates in administrative staff meetings and attends other meetings, such as seminars. Maintains organizational chart and employee directory.
  • Evaluates HR initiatives against established goals and recommends new approaches, policies, and procedures to improve department efficiency and the quality of HR services.
  • Maintains current knowledge of applicable federal, California, and local employment requirements; periodically reviews HR policies and practices for compliance; identifies potential compliance issues and coordinates with management and outside counsel or other specialists when appropriate.
  • Supports the biweekly payroll process and serves as trained backup for payroll administration, maintaining working knowledge of applicable payroll requirements and best practices.
  • Promotes a respectful workplace.

Requirements
Qualifications
Required Education and Experience
  • Bachelor's degree in Human Resources, Business Administration, or a related field, or equivalent combination of education and relevant professional experience.
  • Minimum five years of progressively responsible human resources experience, including substantial experience in employee relations, recruiting, benefits administration, HR compliance, and policy development.
  • Working knowledge of California and federal employment laws and regulations.
  • Experience managing or substantially owning the HR function in a small or mid-sized organization.
  • Experience in manufacturing, aerospace, defense, engineering, or another regulated environment.
  • Experience supporting payroll administration.
  • Experience with OneHCM or a comparable HRIS/payroll platform.
  • SHRM-CP/SHRM-SCP, PHR/SPHR or comparable professional certification.
Required Skills and Abilities
  • Proficient user of MS Office Suite, specifically Word, Excel, Outlook, Teams, and Adobe Acrobat
  • This position may require access to export-controlled information. The successful candidate must be eligible to access such information in accordance with applicable U.S. export-control laws and regulations.
