The Human Resources Manager is a hands-on leader responsible for the full employee lifecycle and critical operational HR functions. This role owns end-to-end recruiting, payroll and benefits administration, employee relations, compliance, and several specialized programs including the company fleet vehicle program and employee incentive initiatives. The ideal candidate is a proactive, detail-oriented professional who thrives in a high-ownership environment and can build strong relationships with both internal stakeholders and external providers.Key ResponsibilitiesTalent AcquisitionExecute full-desk recruiting for all open positions, including sourcing, screening, interviewing, offer negotiation, and onboarding coordination.Partner with hiring managers to define role requirements, develop sourcing strategies, and ensure a high-quality candidate experience.Payroll & Benefits AdministrationOwn the complete payroll and benefits process from plan selection and vendor management through ongoing administration.Maintain strong working relationships with payroll and benefits providers to ensure accurate, timely processing and issue resolution.Facilitate administration of 401(k), COBRA, FMLA, Short-Term Disability (STD), Long-Term Disability (LTD), Workers’ Compensation, and unemployment claims (including coordination with the Texas Workforce Commission – TWC).Employee Relations & ComplianceServe as the primary point of contact for employee relations matters, providing guidance, coaching, and conflict resolution.Conduct thorough workplace investigations and recommend appropriate corrective actions in accordance with company policy and applicable law.Ensure compliance with federal, state, and local employment regulations.Specialized Programs & AdministrationManage and maintain the company fleet vehicle program, including vehicle assignments, maintenance tracking, policy enforcement, and related record-keeping.Design, administer, and continuously improve the employee incentive program.Maintain complete, accurate, and confidential personnel files for all employees.QualificationsBachelor’s degree in Human Resources, Business Administration, or a related field (or equivalent experience).5+ years of progressive HR experience with significant hands-on responsibility for recruiting, multi-state payroll/benefits administration, and employee relations.Demonstrated experience managing full-desk recruiting and end-to-end benefits/payroll processes.Working knowledge of FMLA, COBRA, 401(k) administration, disability leave, Workers’ Compensation, and unemployment claims processes.Strong investigative skills and the ability to handle sensitive employee relations matters with discretion and professionalism.Excellent organizational skills and attention to detail, with the ability to manage multiple priorities in a fast-paced environment.Proficiency with HRIS, payroll systems, and Microsoft Office Suite.Strong interpersonal and communication skills; ability to build trusted relationships with employees, managers, and external vendors.Preferred QualificationsPHR, SPHR, SHRM-CP, or SHRM-SCP certification.Prior experience managing a company vehicle/fleet program.Experience in a multi-location or growth-oriented organization.This role requires a high degree of ownership, confidentiality, and the ability to operate independently while supporting the broader business objectives.
