Responsibilities

Position Overview:

The HR Leave & Accommodations Manager oversees the administration, compliance, and continuous improvement of employee leave and workers' compensation programs in compliance with company policies, collective bargaining agreements, applicable laws, and regulations. As a member of the Human Resources Management Team, plays a vital role in achieving the department’s mission.

Essential Functions for the Position:

  • Leads administration of protected leave and workers' compensation programs, ensuring compliance with federal, state, and local laws (including FMLA, ADA, USERRA, Hawaiʻi Family Leave Law (HFLL), and Hawaiʻi workers' compensation requirements), applicable collective bargaining agreements, and company policies.
  • Supervises and develops HR Specialist(s), as applicable, supporting leave administration to ensure consistent, timely, and statutorily compliant case management and documentation.
  • Manage complex and escalated cases, including eligibility determinations, accommodations, claims status, and return-to-work plans.
  • Serve as primary liaison between the company and applicable third-party administrators, insurers, medical providers, and address related issues that may arise.
  • Lead the interactive process and reasonable accommodation efforts in collaboration with employees, management, safety and risk partners, and union representatives, ensuring compliance with applicable disability and leave laws.
  • Coordinate return-to-work and modified duty programs to support recovery and reduce lost time.
  • Ensure accurate tracking, reporting, and recordkeeping within proprietary database, HRIS, and case management systems. Perform regular audits and reconciliations of leave, workers' compensation, and case file data to ensure accuracy and compliance.
  • Provide guidance and training to supervisors and employees on protected leave, workers' compensation, and related contract requirements.
  • Support audits, grievances, and regulatory inquiries related to protected leave and workers' compensation programs.
  • Assists with the review, updating, communication, and administration of applicable policies and procedures to ensure accuracy and compliance.
  • Recruit, supervise, and evaluate Human Resources staff assigned to protected leave and workers' compensation programs. Provide guidance, training, and support to ensure effective performance of their duties and promote professional growth and improvement.
  • Assist in all areas of Human Resources as needed, including but not limited to recruitment, benefits administration, employee relations, compliance, and other HR functions and initiatives.
  • Must demonstrate a strong commitment to ethical behavior and professional integrity.

Special Knowledge & Skills:

  • Knowledge and understanding of company policies and procedures, collective bargaining agreements, and applicable federal, state, and local laws and regulations.
  • Strong knowledge of employment law, leave administration, workers' compensation, benefits administration, HR compliance requirements, and general Human Resources practices.
  • Demonstrated ability to support a broad range of Human Resources functions, including recruitment, employee relations, performance management, talent development, and other HR programs and initiatives.
  • Demonstrated commitment to ethical behavior, confidentiality, and professional integrity.
  • Strong analytical, problem-solving, and critical-thinking skills.
  • Excellent verbal and written communication skills, including the ability to compose clear and concise documents.
  • Proficient in Microsoft Office Suite, HRIS, and internal software.

Education, Training and Experience:

  • Bachelor's degree in Business Administration, Public Administration, Human Resources Management, Industrial Relations, or a closely related field from an accredited college or university; OR an equivalent combination of education and at least ten (10) years of progressively responsible Human Resources experience.
  • Professional Human Resources certification is preferred.
  • Minimum five (5) years of management-level Human Resources experience in a medium-to-large organization, including experience supervising HR staff and/or leading HR functional areas.
  • Minimum five (5) years of demonstrated experience managing leave administration programs (including FMLA, ADA accommodations, and applicable state/local leave requirements) and workers' compensation claim administration and coordination
