Becton, Dickinson and Company is seeking an HR Compliance Program Manager to lead enterprise-wide compliance initiatives across the United States, including I-9, ADA/PWFA accommodations, and regulatory communications. The role influences HR, Legal, Talent Acquisition and management with minimal supervision.

The ideal candidate has 5+ years in HR compliance within a large multi-site environment, strong analytical skills, and excellent communication and collaboration abilities.

Qualifications

  • Bachelor's degree in human resources, Legal Studies or related field.
  • 5 years of experience in HR Compliance or employment law regulations and programs within large multi-establishment corporate environment.
  • 5 years of experience leading HR-related projects or programs in a complex multi-site organization.
  • Demonstrated knowledge of ADA, PWFA, FMLA, STD, Title VII, Section 503, VEVRAA, Form I-9 and E-Verify, EEO, Immigration Reform and Control Act (IRCA), State employment law compliance, and related requirements.
  • Exercises sound judgment and discretion with sensitive matters
  • Excellent communication (written and oral), facilitation, and collaboration skills
  • Detail oriented with a commitment to compliance and follow-through.
  • Strong analytical and critical thinking skills
  • Maintains confidentiality and handles information appropriately.

  • Employment Law & Compliance Programs: Monitor federal, state and local employment law developments and assess organizational impact.
  • Regulatory Notices & Compliance Communications: manage enterprise distribution and compliance with required federal and state employment notices and postings.
  • I-9 & Employment Authorization Compliance: Leads and oversees enterprise-wide Form I-9 and employment authorization program for U.S. and Puerto Rico associates.
  • Accommodation & Work Restrictions: Facilitate the ADA, PWFA, and religious accommodation interactive process.
  • Audits, Training & Continuous Improvement: Leads and/or participates in HR compliance audits and projects, collaborates with cross-functional teams.
  • Responds to Vendor Credentialing requests related to BD's compliance with State and Federal employment and labor laws and regulations.

Job Description Overview

The Human Resource Compliance Program Manager is responsible for leading and managing enterprise-wide HR compliance programs to ensure adherence with federal, state and local employment laws and regulations across the United States. This role serves as a subject matter expert and trusted advisor to HR, Legal, Talent Acquisition, and management on employment compliance matters including EEO obligations, immigration-related employment authorization requirements, accommodations, and policy governance. Working independently with minimal supervision, the role develops, implements, monitors and continuously improves compliance programs that mitigate risk, support business objectives, and promotes a culture of integrity and accountability. While this position has no direct reports, it exercises significant influence across the organization and leads cross‑functional initiatives to achieve compliance objectives.

Core Responsibilities
  • Employment Law & Compliance Programs: Monitor federal, state and local employment law developments and assess organizational impact. Partner with Legal, HR, and business partners to implement compliance‑related policy, process and procedure updates. Provide guidance and consultation regarding employment‑related laws, regulations, policies and compliance obligations.
  • Regulatory Notices & Compliance Communications: manage enterprise distribution and compliance with required federal and state employment notices and postings. Maintain processes, supporting electronic and physical notice distribution through Workday, LMS platforms, onboarding systems and third‑party vendors. Administer programs related to Wage Theft Protection Notices and other legally mandated associate communications.
  • I-9 & Employment Authorization Compliance: Leads and oversees BD's enterprise-wide Form I-9 and employment authorization program for U.S. and Puerto Rico associates. Develops and maintains policies, procedures, training, auditing, reporting, and governance processes to ensure compliance with federal requirements. Provides training and guidance to 100+ internal "I-9 Agents", HR partners, and business stakeholders. Monitors evolving immigration laws and employment authorization requirements, advises on compliance risks and leave‑related actions when work authorization is unavailable, and partners with immigration SMEs and legal counsel as needed. Leads I-9 due diligence activities related to mergers, acquisitions, restructurings, and divestitures, while influencing stakeholders to maintain consistent and compliant practices across the organization.
  • Accommodation & Work Restrictions: Facilitate the ADA, PWFA, and religious accommodation interactive process. Evaluate accommodation requests and coordinate with associates, managers, HR, Legal, healthcare providers, and third‑party administrators. Assess reasonable accommodation options and undue hardship considerations. Provide guidance on work restrictions and return‑to‑work planning.
  • Audits, Training & Continuous Improvement: Leads and/or actively participates in HR compliance audits and projects, by collaborating with cross‑functional teams. Develop and deliver compliance training, support EEO compliance education, identifies process improvement and automation opportunities, and drives initiatives such as HR policy harmonization and internal and external I-9 audits. Opportunities to enhance compliance effectiveness.
  • Responds to Vendor Credentialing requests related to BD's compliance with State and Federal employment and labor laws and regulations.
Professional Development

Maintain expertise through professional development and industry participation e.g., participation/leadership in relevant professional groups, associations, continuing education.

Required Qualifications
