The Office of Administration (OA), Office of Employee Engagement, is transforming its approach to end-to-end talent management to better serve the citizens of Missouri. We are committed to recruiting, retaining, and training top talent across the Office of Administration. To help move this effort forward, we are looking for a professional to support the delivery of a modern recruiting program for our department.

The focus of this Human Resources Generalist (Recruiter) role will be full‑cycle recruitment for the Office of Administration. The right candidate will successfully partner with a variety of hiring managers and meet their individual recruitment needs. Both innovative and traditional recruitment strategies will be used to source all possible talent pools. This role includes front‑line recruiting activities such as coordinating events with schools and agencies, as well as sourcing candidates directly. The position is fast‑paced with many details to manage at once. The right person will thrive in an evolving environment as we continue building a modern recruitment approach for OA. The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

  • Lead the end-to-end recruitment lifecycle for the Office of Administration, overseeing all steps from initial application to successful hiring and onboarding.
  • Advise and collaborate with hiring managers to develop and execute effective recruitment strategies for their vacancies. Utilize data-driven metrics to drive continuous improvement in hiring processes.
  • Ensure a seamless transition for job applicants. Coordinate all necessary hiring details and support hiring managers as they prepare to welcome new team members. Act as the primary liaison with HR business partners to facilitate all hiring needs.
  • Participate in the review and development of compelling job postings, advertisements, and employer branding initiatives to ensure consistent messaging and a positive candidate experience.
  • Actively represent the Office of Administration at career events and with external partners. Possess comprehensive knowledge of high-demand roles to effectively engage with potential candidates and attract top talent.
  • Contribute to and execute social media campaigns on established channels to showcase career opportunities within the Office of Administration.
  • Initiate, review, and evaluate background checks to determine employment eligibility based on division- and location-specific requirements. Partner with external agencies to verify candidate employability for roles involving clients or patients.
  • Cultivate and maintain strong, trusting relationships with internal stakeholders across all OA divisions. Foster an environment of inquiry, transparency, and collaboration.
  • Assist with special projects as directed by executive leadership.
Minimum Qualifications
  • Three to five years of professional experience in talent acquisition or human resources. Additional education and/or experience may substitute for these qualifications.
Preferred Knowledge, Skills, And Abilities
  • Knowledge of the SAM II HR and HireTrue systems is beneficial.
  • Creative self-starter who can foster effective relationships and work in a collaborative manner with internal and external customers. Must be a servant‑leader that finds pride in public service.
  • Ability to comprehend and execute modern talent acquisition strategies in a competitive employment market.
  • Resourceful in finding the best use of budget dollars, time and teams to help accomplish goals.
  • Very strong organizational skills to manage all the recruitment and hiring details, event details, follow‑up with agencies, candidates, etc.
  • Strong written and verbal communication skills, from one‑on‑one to working with large, diverse groups.
  • Competency in developing interpersonal relationships. Must be able to take hard feedback and learn from it.
  • Ability to market ideas and initiatives in ways that build interest and encourage buy‑in and participation among employees at all levels.
  • Must be comfortable with performing in gray areas; not all details and expectations are readily available. We sometimes have to figure it out as we go.
  • Skilled with MS Office and social media platforms and the ability to quickly navigate software.
