Job summary

The Health Care Authority seeks a Human Resources Director to lead strategic and operational HR functions across the agency, including recruitment, labor relations, compensation, training, and diversity initiatives.

Reporting to the Chief Legal Officer, this Deputy Assistant Director role sits on the agency's Executive Leadership Team and provides HR advisory support to senior leadership on employment law compliance, collective bargaining, and organizational development.

Qualifications

• Bachelor's degree or equivalent experience in HR, public administration, business, law, or related field.
• 8+ years of broad-based HR experience across most HR portfolio functions.
• 3+ years of HR staff management experience.

The Health Care Authority seeks a Human Resources Director to lead strategic and operational HR functions across the agency, including recruitment, labor relations, compensation, training, and diversity initiatives. Reporting to the Chief Legal Officer, this Deputy Assistant Director role sits on the agency's Executive Leadership Team and provides HR advisory support to senior leadership on employment law compliance, collective bargaining, and organizational development. The position is located in Olympia, WA with flexible/hybrid telework eligibility.

Key qualifications

• Bachelor's degree in HR, public administration, business, law, or related field; or additional progressive management experience may substitute for education
• 8+ years of broad-based, progressively responsible HR experience including direct exposure to majority of HR portfolio functions
• 3+ years of recent professional HR staff management experience
• Expert knowledge of employment, privacy, disability, and medical leave laws
• Demonstrated ability to think strategically, lead organizational change, and develop strong collaborative relationships across multiple levels
• Proficiency in complex employment risk management, negotiation strategies, and familiarity with Washington State civil service, classification systems, and collective bargaining processes preferred
