Community Health Care is a leading non‑profit organization that offers quality health care to underserved patients in Pierce County. We provide comprehensive family practice care, including medical, dental, pharmacy, and behavioral health services in our seven clinics.

Role Overview

The Human Resources Director will support and assist the President/CEO and Management Team by ensuring effective human resources systems are in place. Responsibilities include benefit and compensation program development and administration, leave administration, labor and employee relations, recruitment, contract administration, policy and procedure development and implementation, legal compliance, supervisory training and organizational development. The HR Director and team also serve as a resource to clinic and program managers and staff.

ESSENTIAL FUNCTIONS
  • Collaborates with the management team to develop and implement the organization’s goals and strategy related to human resources functional areas.
  • Provides guidance and leadership to the human resources team.
  • Supports the development and implementation of diversity, equity, inclusion and belonging initiatives in support of CHC’s mission.
  • Provides support to the Board Personnel Committee as delegated by the CEO.
  • Manages labor relations function, including acting as a management representative in contract negotiations, labor management committee, and managing the grievance process; responsible for union contract administration and interpretation.
  • Conducts internal investigations, writes reports and recommends action plans for implementation and follow‑up.
  • Ensures clear and consistent communication regarding policies and practices and promotes positive, constructive employee relations.
  • Serves as a resource for supervisory staff with coaching, counseling and mentorship, including assuring there is a robust supervisors training process.
  • Oversees the performance management system.
  • Oversees employee engagement surveys, action planning and implementation of new systems as needed.
  • Oversees full recruitment function from position creation to onboarding, including oversight of temporary staffing agency placements and relationships.
  • Partners with directors, HR team members and/or supervisors to determine short, intermediate and long‑range staffing needs.
  • Oversees preparation of HR Department for audits (HRSA, etc.).
  • Manages compensation, benefit and leave programs, including the job evaluation process and salary structure, monitors competitive pay practices and determines pay ranges; monitors compliance with federal, state and local employment laws and regulations; recommends best practices; reviews and modifies HR policies, standards and practices to maintain compliance; ensures all HR reporting is completed (EEO‑1, OSHA 300, etc.).
  • Develops and implements departmental budget.
  • Works with the QI staff to fulfill the organization’s Risk Management Program; participates in quality improvement projects as assigned.
  • Performs other duties as required.
Qualifications
  • Minimum: Bachelor’s degree in human resources, business, healthcare administration, or related field.
  • Eight to ten years of progressively responsible experience in human resources management; at least two years in an HR leadership role; supervisory experience required.
Preferred Qualifications
  • Master’s degree in human resources, business, healthcare administration or related field.
  • Demonstrated ability to provide leadership for diversity, equity, inclusion and belonging efforts.
  • SPHR certification or similar HR certification.
  • Experience in a non‑profit setting.
  • Experience with collective bargaining agreement administration and union bargaining experience.
  • Bilingual capacity.
  • Community health experience.
