Job summary

The City of Madeira Beach is seeking a seasoned Human Resources Director to lead the City’s HR functions from the City Hall in Madeira Beach, Florida. This full-time role requires strategic oversight of recruitment, benefits, compensation, training, employee relations, and compliance with federal, state, and local employment laws.

  • Bachelor's degree in HR or related field.
  • 6 years HR experience with supervisory/managerial responsibilities.
  • Public sector experience preferred.

Responsibilities

  • Plan, direct, and oversee all HR operations for the City.
  • Advise City Manager on personnel matters and workforce planning.
  • Develop and administer HR policies in line with laws.
  • Oversee recruitment, onboarding, and retention initiatives.
  • Administer benefits programs and leave management.
  • Oversee compensation and salary studies.
  • Ensure compliance with FLSA, FMLA, ADA, EEOC and Florida statutes.
  • Lead training, leadership development, and succession planning.

Job Details: City Hall - Madeira Beach, FL 33708. Position type: Full Time. Salary range: $90,000.00 - $125,000.00 per year.

Role and Responsibilities

Under the general direction of the City Manager, the Human Resources Director serves as the chief personnel officer for the City of Madeira Beach and is responsible for planning, directing, managing, and overseeing all human resources functions. This position provides strategic leadership and operational oversight in areas including recruitment and retention, employee relations, benefits administration, compensation, performance management, training and development, risk management coordination, policy development, and compliance with federal, state, and local employment laws.

The Human Resources Director acts as a trusted advisor to the City Manager, elected officials, and department directors while fostering a positive, productive, and legally compliant workplace environment. The position may require occasional evening or weekend attendance at meetings and events.

Essential Job Functions
  • Plan, organize, and direct all human resources operations for the City.
  • Serve as principal advisor to the City Manager on personnel matters, organizational development, and workforce planning.
  • Develop, recommend, and administer human resources policies, procedures, and programs in compliance with federal, state, and local laws.
  • Oversee recruitment, selection, onboarding, and retention initiatives to attract and maintain a qualified workforce.
  • Administer employee benefits programs including health, dental, vision, retirement, wellness initiatives, and leave management.
  • Oversee classification and compensation plans, salary studies, and pay administration.
  • Provide guidance and support to department directors and supervisors on employee relations matters, disciplinary actions, performance management, and conflict resolution.
  • Conduct workplace investigations and ensure fair and consistent application of policies and procedures.
  • Coordinate employee training, leadership development, and succession planning initiatives.
  • Ensure compliance with FLSA, FMLA, ADA, EEOC regulations, Florida statutes, and other applicable employment laws.
  • Oversee workers’ compensation coordination, unemployment claims, and risk management collaboration.
  • Maintain official personnel records in accordance with public records laws and retention requirements.
  • Prepare and manage the Human Resources Department budget.
  • Lead organizational culture initiatives that promote engagement, accountability, and service excellence.
  • Attend Commission meetings and other public meetings as required.

Qualifications
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university in Human Resources, Public Administration, Business Administration, or a related field.
  • Six (6) years of progressively responsible human resources experience, including supervisory or management experience.
  • Experience in public sector or municipal government human resources preferred.
  • An equivalent combination of education, training, and experience may be considered.
Special Qualifications
  • Ability to maintain confidentiality and exercise sound judgment in sensitive matters.
  • Ability to attend evening meetings or special events as required.
  • Must be available to respond to personnel matters during emergency operations or disaster situations.
Required Skills/Abilities
  • Thorough knowledge of federal and state employment laws and regulations.
  • Knowledge of public sector human resources principles and practices.
  • Strong leadership, organizational, and strategic planning skills.
  • Excellent written and verbal communication skills.
  • Ability to analyze complex personnel issues and develop practical, legally compliant solutions.
  • Ability to establish and maintain effective working relationships with elected officials, department directors, employees, union representatives (if applicable), and the public.
  • Strong conflict resolution and mediation skills.
  • Proficiency in HRIS systems, payroll coordination, and Microsoft Office applications.
Physical Requirements
  • Prolonged periods sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
Licenses, Certifications, and Registrations
  • Valid Florida Driver’s License.
  • Professional Human Resources certification (SHRM-CP, SHRM-SCP, PHR, or SPHR) preferred.
Essential Physical Skills
  • Acceptable vision (with or without correction).
  • Acceptable hearing (with or without aid).
  • Ability to communicate effectively both orally and in writing.
  • Ability to access, input, and retrieve information from a computer and related equipment.
