Job summary

City of Ormond Beach is seeking an experienced Human Resources Manager to oversee day-to-day HR operations for the department under the HR Director.

The role involves coordinating with leadership on strategic objectives, guiding employee relations, recruitment, classification and compensation, benefits, training, and organizational development, while ensuring compliance, budgetary duties, and effective HRIS management.

Qualifications

  • Bachelor’s degree in a relevant field and seven years' progressive HR experience, preferably in the public sector.
  • Managerial/supervisory experience and ability to lead the HR team effectively.
  • Knowledge of labor relations, classification, compensation, benefits and safety/workers’ compensation.

Responsibilities

  • Supervises HR staff and day-to-day operations of the department.
  • Supports the HR Director in planning and implementing HR programs and projects.
  • Oversees recruitment, benefits, compensation, safety and employee relations.
  • Participates in labor negotiations, grievance resolutions, and administration of CBAs.
  • Manages end-to-end disciplinary processes and workplace investigations.
  • Advises department leaders on employment issues, laws, and regulations.
  • Monitors key metrics, reports results, and supports budget preparation.

Job description

Under the direction of the Human Resources Director, the Human Resources Manager is responsible for supervising all day-to-day HR functions and personnel for the department. Coordinates with the HR Director in developing and carrying out the department’s overall strategic objectives and large project initiatives. Performs highly complex work in the areas of employee/labor relations; recruitment; classification and compensation; benefits; training; and organizational development. Incumbent is expected to exercise independent judgment in decision-making and work collaboratively with other managers and directors.

Essential Duties and Responsibilities:

  • Supervises human resources staff engaged in day-to-day operations of the department.
  • Supports HR Director in planning and implementing HR programs, department activities, and special projects.
  • Oversees human resources programs including recruitment and hiring; benefits; compensation and classification; health and safety; and employee relations.
  • Participates in labor relations negotiations, grievance resolutions, and administration of three collective bargaining agreements.
  • Coordinate end to end progressive disciplinary process, including conducting workplace investigations and disciplinary hearings, reviewing and approving performance and disciplinary documents, and drafting improvement plans and disciplinary notices.
  • Advises and supports other department directors, managers, and supervisors on administrative and technical employment issues, rules laws, and regulations.
  • Identifies needs within HR area of responsibility, implements new programs and trainings as needed, and measures and reports on key objectives and results.
  • Partners with vendors, consultants, and outside agencies to deliver quality services.
  • Ensures compliance with all regulatory and public record requirements.
  • Manages the City’s Human Resources Information System (HRIS) software and directs staff in daily tasks.
  • Maintains the City’s Pay and Classification Plan and conducts periodic compensation surveys as needed.
  • Participates in the preparation of the annual department budget.
  • Attends Human Resources Board meetings as the staff representative.
  • Participates in on-call and after-hours duties as assigned.
  • Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.
  • Meets attendance requirements.
  • Promotes positive customer service environment internally and externally.
  • Performs other job related functions as assigned.

Supervisory Responsibilities:

Manages Human Resources Department professional and administrative staff.

Education and/or Experience:

Graduation from an accredited four-year college with a Bachelor’s Degree in Human Resources, Public or Business Administration, or a related field. At least seven (7) years’ experience of a progressively responsible nature (preferably in the public sector) in human resources management or labor relations – with at least three years in a managerial/supervisory capacity. An equivalent combination of education, training and experience, which provides the required knowledge, skills and abilities may be substituted.

  • Possession of a valid Florida driver’s license.
  • Thorough knowledge of all concepts and principles of public personnel administration including but not limited to labor relations and collective bargaining; position classification; salary and benefits administration; and safety/workers’ compensation.
  • Ability to effectively coordinate and work with all groups of people including department heads, elected officials, outside agencies, unions, and the general public.
  • Comfortable making public presentations to staff and elected officials.
  • Proficiency in Microsoft Office suite of products.
  • Experience in Tyler Munis preferred
  • Ability to organize, track, and prioritize multiple duties and projects to meet deadlines.
  • Ability to make job-related decisions in accordance with laws, ordinances, regulations, and City policies.
  • Ability to anticipate problems and be proactive instead of reactive.
  • Ability to get work done through subordinate staff using effective supervisory techniques.
  • Ability to remain abreast of changing laws and procedures related to the specific duties of the job.
  • Ability to operate general office equipment.
