The City of Rochester Hills is seeking an experienced Human Resources Generalist to coordinate employee leave administration, benefits programs, and workers' compensation activities under the HR Director. You will ensure compliance with city policies, contracts, and applicable state and federal laws while delivering superior services to residents and businesses.

Job description

Under the general direction of the Human Resource Director, coordinates and performs key human resource functions, including employee leave administration, benefit program administration, and management of workplace injury data. Manages and coordinates benefit administration functions, including enrollment, Worker's Compensation and disability claims; in compliance with City policies, union contracts and relevant state and federal laws and regulations. Supports a culture of innovation to facilitate the City’s ability to attract, retain and develop an engaged workforce in the delivery of superior services to City residents and businesses.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.

  1. Manages benefit enrollment processes and online employee system for new hires, retirees, COBRA participants, annual elections and qualifying life event status changes; transmits benefit information to carriers. Facilitates employee onboarding and provides consultation for incoming staff and retirees.
  2. Works with benefit carriers, insurance brokers and third party administrators (TPA) to set-up and implement benefit plans and address employee coverage issues; audits monthly invoices for payment.
  3. Maintains benefit enrollment information on Human Resources Information System (HRIS) for payroll contribution and deduction processing; reviews monthly invoices for accuracy.
  4. Administers monthly disbursements for the Retiree Health Care Supplemental benefit; manages the payment process for retiree health insurance premiums, reconciles accounts and coordinates with external insurance carriers; maintains detailed records of eligibility and payment history, works with the Pension Administrator during the financial audit.
  5. Prepares federal and state mandated records and reports as required, including employer responsibility reporting under the Affordable Care Act.
  6. Coordinates Family and Medical Leave (FMLA) qualifying other medical leave of absence programs; advises employees on their leave options and FMLA rights; oversees processing of FMLA paperwork and maintenance of extended leave records; consults with managers regarding approval, delay, or denial of leaves in accordance with City policy and within applicable state and federal laws.
  7. Monitors Worker's Compensation and disability insurance claims; maintains claims related data for monthly, annual and periodic reporting purposes.
  8. Oversees communication or consults with supervisors and employees regarding claim status during leave, anticipated return date, work restrictions, prospects for light duty, reasonable accommodations or other return to work measures.
  9. Co-manages the safety program and co-chairs the City-wide safety committee to ensure MIOSHA compliance, delivers employee training, and resolves occupational health and safety concerns.
  10. Compiles and analyzes data on safety hazards and reviews of accident and injury records; maintains incident logs and related files; prepares statistical and other reports on causes and prevention of accidents and injuries.
  11. Serves as the backup coordinator for City facility emergency readiness and operational response protocols.
  12. Assists in addressing human resources matters; responds to questions regarding interpretation of City policies, labor contracts, labor and employment law, and management concerns; refers more complex legal issues to the Human Resources Director.
  13. Develops and drafts policies and procedures for review of HR Director and administrative approval.
  14. Supports management bargaining committees for contract negotiations; conducts research and analysis of comparable labor contract terms.
  15. Participates in preparing requests for proposals (RFPs), evaluating and selecting vendors to provide benefits as specified by City policy, union contract, or government regulation
  16. Works extended hours as required to accommodate needs of the department or organization, including attendance at or facilitation of evening or weekend meetings.
  17. Other duties as assigned.
MINIMUM REQUIRED QUALIFICATIONS
  • Bachelor’s Degree in Human Resources Management or related field;
  • Four years (4) of progressively responsible human resources related work experience, including benefit, payroll and/or leave administration.
  • An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job will be considered.
  • Intermediate proficiency with general office computers and related business software, including Microsoft Word, Excel and PowerPoint; Internet and email.
PREFERRED QUALIFICATIONS
  • Human Resources certification from a professional credentialing organization, such as Society for Human Resource Management (SHRM) or Public Sector HR Association (PSHRA).
  • Experience with JD Edwards or enterprise resource planning (ERP) system currently in use by the City.
  • Public sector human resources experience.
  • Experience with a unionized workforce.
  • Experience with human resource information systems (HRIS) or data applications.
PHYSICAL AND WORK ENVIRONMENT
  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work has no exposure to adverse environmental conditions.
  • Work is generally in a moderately noisy office setting (e.g. business office, light traffic)
