The HR Associate supports the organization by performing general human resource duties, including recruitment, employee relations, and administrative support for the Charles County Circuit Court. Responsibilities include talent acquisition, employment and orientation services, employee benefits administration, employee relations, training and professional development. The HR Associate aims to provide a comprehensive human resource program that ensures compliance with federal and state employment laws, fosters a diverse and well-managed workforce, and deliver high-quality customer service to employees. Overall, this role helps maintain an efficient, professional, and supportive work environment where employees receive the necessary support and resources to perform their duties effectively.
Schedules interviews, develops interview questions relevant to the position, completes evaluations, performs reference checks, and submits paperwork for system access. Manages onboarding and offboarding processes and submits required paperwork to respective agencies. Provides training to employees on HR-related matters. Ensures compliance with labor laws and organizational policies. Creates and maintains all personnel files, including performing audits of sick leave documentation, and managing the retention of personnel files. Oversees Seasonal Temporary Employees. Serves as the Agency Benefit Coordinator and MSRP Coordinator. Assists employees with requests related to the American with Disabilities Act (ADA) and the Family and Medical Leave Act (FMLA). Serves as the PIA representative and Maryland State Archives Coordinator. Schedules representatives from SECU and Empower to meet with employees. Plans and implements the annual employee appreciation luncheon.
Acts as an intermediary for the Clerk maintaining frequent contacts with the public, professional staff, state and local government officials. Receives telephone call and visitors and arranges for appointments. Coordinates meetings.
Provides a range of correspondence, memorandums, oaths, and reports on behalf of the administrative official. Enters, disburses, and maintains records of Administrative Orders. Maintains records of Governor Appointments, AG opinions, and Special Police Officers, contact appointees and administer oaths. Maintains search warrants and governor warrants. Grand Jury Report distribution. Performs marriage ceremonies and serves as security liaison. Interprets administrative policies and transmits to supervisors.
Maintains important and confidential records, schedules and office supplies. Completes monthly verification of petty cash and cashier bags. Yearly reconciliation of petty cash and cashier bags for completed GAD form for the comptroller. Opens, sorts, and distributes incoming correspondence. Proofreads outgoing correspondence and reviews records for completeness and accuracy. Keeps leave calendar for Clerk, Chief Deputy, supervisors and managers.
Prepares and maintains statistical and numerical reports and records. Uses word processing, database, spreadsheet, or desktop publishing computer software applications to prepare reports, charts, graphs, or other documents. Enters, updates, verifies, and retrieves data using computer database or spreadsheet software applications. Develops special forms and summaries using a variety of records to secure complete and accurate information.
Education: High school diploma (or GED equivalent).
Experience: Three (3) years of general clerical or administrative experience to include one (1) year applying or implementing human resources procedures, policies, rules, regulations.
