The Department of Employee Relations (DER) has two openings for Human Resources (HR) professionals : in Labor Relations and Compliance.
These positions will be filled at the level that best meets the needs of the Department. The names of successful candidates will be placed on the highest-level eligible list for which they qualify.
Purpose
LABOR RELATIONS :
The Human Resources professional assists with all Labor Relations matters, including contract negotiations, arbitration proceedings, grievances, research, and other employee relations issues.
COMPLIANCE :
The Human Resources professional handles employee relations investigations and resolutions, conducts compliance training, and oversees unemployment insurance coordination and reporting.

1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for civil service position, or status as a City of Milwaukee employee in a fixed term position.
2. Bachelor's degree in human resources management, public administration, industrial or labor relations, labor economics, psychology, or a closely related field from an accredited college or university.
HUMAN RESOURCES ANALYST-SENIOR
3. Two years of professional-level experience successfully performing duties closely related to the essential functions listed above.
HUMAN RESOURCES REPRESENTATIVE
3. Three years of professional-level experience successfully performing duties closely related to the essential functions listed above.
Equivalent combinations of education and experience may also be considered.

HUMAN RESOURCES ANALYST (Pay Range 2IX)
The current salary range is $68,244-$86,854 annually, and the resident incentive salary range for City of Milwaukee residents is $70,292-$89,460 annually.
HUMAN RESOURCES ANALYST-SENIOR (Pay Range 2JX)
The current salary range is $72,768-$92,612 annually, and the resident incentive salary range for City of Milwaukee residents is $74,951-$95,390 annually.
HUMAN RESOURCES REPRESENTATIVE (Pay Range 2KX)
The current salary range is $77,551-$98,704 annually, and the resident incentive salary range for City of Milwaukee residents is $79,877-$101,665 annually.
Appointment above the minimum is possible based upon level of experience and other qualifications and is subject to approval.
Selection Process
THE SELECTION PROCESS will be job-related and will consist of one or more of the following : an evaluation of related education, experience, and accomplishments, an evaluation of written communication, interviews, and / or other assessment methods. The Department of Employee Relations reserves the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and / or promoted to the position.
INITIAL FILING DATE - The selection process will be held as soon as practical after the deadline listed above. NOTE : Transfer / Promotional Opportunities and Promotional Examinations are not open to Milwaukee Public Schools employees or to the public. Only current City of Milwaukee employees and civilian personnel in MFD and MPD hired through a City Service Commission process who have successfully passed a probationary period for a Civil Service position or who have status as a City of Milwaukee employee in a fixed term position will be considered. Individuals with exempt, provisional, temporary, or emergency appointments are not eligible for transfer.
