Job summary

The Judicial Council of California is seeking a Human Resources Analyst within the Human Resources office to support data analysis and risk assessments for the JBWCP. Qualifications

Job description

The Judicial Council of California is accepting applications for the position of Human Resources Analyst within the Human Resources office.

The Human Resources Analyst position is responsible for performing data analysis and risk assessments to produce actionable metrics and reports for the Supervising Analyst and stakeholders of the Judicial Branch Workers’ Compensation Program (JBWCP). Additionally, this position collaborates with the Senior HR Analyst on related projects. The Human Resources Analyst will use their expertise to interpret workers' compensation claim data and provide recommendations to member courts of the JBWCP to improve their claim prevention strategies.

This journey-level role requires a deep understanding of risk management strategies and workers’ compensation claims. Successful candidates will independently research JBWCP data, assess risks, and develop recommendations with minimal supervision. Furthermore, this position works in conjunction with the Senior HR Analyst to oversee the claims handling process for both members and third-party vendors, while also creating training sessions and resources designed to provide general knowledge of workers' compensation and mitigating workplace hazards to the members.

The Judicial Council of California is the policy-setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco or Sacramento office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

DESIREABLE QUALIFICATIONS

• Proficiency in Microsoft Excel, SharePoint, Power BI, or equivalent analytics platform.


• Experience with risk management information systems and analyzing HR data and workers’ compensation loss reports.


• Hands‑on knowledge of the California Labor Code, Division of Workers' Compensation (DWC) regulations, Medical Treatment Utilization Schedule (MTUS), and the Workers' Compensation Appeals Board (WCAB) process.


• Experience in managing a lost‑time/indemnity desk, including investigating, evaluating, and bringing workers’ compensation claims to resolution.
