Job summary

The Village of Orland Park is seeking a thoughtful and proactive Human Resources Analyst to support the HR team and customers with technical, financial, administrative, and project management duties. The role includes processing invoices, contracts, and payroll-related data; generating analyses and reports; and driving staff training and system improvements.

Ideal candidates will have a four-year degree with HR/finance focus and 3–5 years of HR support experience, plus strong MS Office and HRIS

Job description

The Village of Orland Park’s busy Human Resources Department seeks a personable, knowledgeable, and reliable self-starter who enjoys technical, financial, administrative, and project management responsibilities to join our team as a Human Resources Analyst. This highly collaborative, service-based role will provide elevated support to the human resources department and the external/internal customers we serve in a variety of ways affecting all human resources activities and functions. Administrative and financial functions are related to day-to-day tasks to include planning, reviewing, preparing, organizing, verifying, and processing invoices, contracts, and operational budget, in addition to all other financial administration related to the department; working through any issues or concerns with vendors, Finance or others as required; reviewing, verifying and processing employee personnel and documents related to payroll and/or benefits; entering information into automated personnel/benefit/payroll information system; and serving as the HR team payroll processing backup when necessary.

This important role performs analysis related to all HR functions including but not limited to positions/titles, recruitment, RFP’s, vendor solicitation, benefits administration, employee wellness and/or any other necessary matters; collects compensation, benefits, and other data and prepares analyses and reports; provides classification, compensation, benefits and other information to outside agencies; determines analytical techniques and data gathering processes and obtains required information for analysis; collects and summarizes information, prepares written reports in all areas and recommendations and provides various technical support in such personnel areas as employee records, classification, compensation, benefits administration, recruitment, and employee wellness; utilizes appropriate software to prepare selection process statistics and other departmental records, reports and presentations; confers with human resources and payroll staff; provides information regarding the proper method of completing forms and processing information; reconciles reports, invoice backup data and corrects errors as required.

The ideal candidate will utilize the appropriate software to prepare selection process statistics and other departmental records, reports and presentations; prepare a variety of technical, statistical and narrative reports, correspondence and other written materials including board write-ups, presentation materials and Legistar details; respond to questions, provides factual information and interprets procedures and regulations for staff and the public; lead the department in the design and implementation of various new software, vendor and platform initiatives, employee development and training programs; arrange for trainers or conduct training programs when required; prepare training materials, inform supervisors and employees of available training opportunities; and evaluate effectiveness of training programs.

The Human Resources Analyst is a strategic partner within our team and will assist in the maintenance of employee and vendor records as necessary; assist with yearly compliance maintenance related to benefits, employment, or other as directed; plan and carry out recruitment and selection procedures in specified occupational areas; discuss recruitment plans with management staff, prepares recruitment and selection materials as necessary; screen applications for requirements, arranges for the notification of candidates, proctors and administers various portions of the examination, and initiate/lead skill assessment for potential candidates as necessary to meet department needs; provide assistance regarding the handling of employee/labor relations issues; interpret collective bargaining agreements; conduct research and collect various information in support of labor negotiations; and contribute to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.

Four years of college-level coursework with a concentration on human resources, finance or related field is highly preferred. Three (3) to five (5) years of related professional experience in human resources program support, contracts, A/P, data analytics/reporting and presentation design and build are necessary. Human resources administration, benefits processing, recruitment, and/or training coordination is a plus. Candidates with any combination of education, experience, and training that provides the requisite knowledge, skills, and abilities listed will be considered.

This position requires a strong ability to communicate clearly and effectively both orally and in writing. A strong attention to detail is essential. Extensive understanding of Microsoft Word, Adobe, PowerPoint, spreadsheet creation/manipulation, and database software such as Excel and Access is mandatory. HRIS system, Tyler Munis is a plus.

Working knowledge of the principles and procedures of human resources administration, data sampling and statistical analysis techniques, budgetary practices and terminology, accounting procedures and practices, operational principles and concepts related to the department or functional area to which assigned, project management and analytical techniques, collective bargaining administration and contract administration is required.

Must have the ability to successfully address a high volume of system-related activities in a timely fashion while maintaining a high level of quality and internal customer satisfaction. Working knowledge of the principles and practices of payroll processing is necessary.

This role is an integral part of Human Resources and handles highly sensitive and/or confidential information requiring a high level of discretion, in a fast-paced environment, and the ability to work under stress and with minimal supervision.

The ability to build a rapport with others in a collaborative team environment, establish and maintain effective working relationships with employees, supervisors, officials, and the public, must be demonstrated. A positive attitude and calm demeanor is necessary. All work is performed onsite to better serve our customers.

The salary range is $81,656 - $114,317 with the starting salary dependent upon qualifications. This full-time position is eligible for the Village of Orland Park’s comprehensive, competitive employee benefits program which includes medical, dental, vision, life insurance, and an employee wellness program. Retirement benefits through the Illinois Municipal Retirement Fund (IMRF) are provided along with the option to participate in a 457(b) plan with Nationwide. The Village of Orland Park also provides for paid vacation, personal, sick days, and holidays.
