Job summary

The Joint Meeting of Essex and Union Counties is seeking an experienced Human Resources Administrator to manage day-to-day HR operations, recruitment, onboarding, benefits, payroll, and records while ensuring confidential and compliant HR services.

The role reports to the Chief Administrative & Strategic Officer and requires a Bachelor’s degree and at least 3 years of HR experience, with ADP Workforce Now familiarity and strong communication skills.

Qualifications

  • Bachelor’s degree in HR, Business Administration, Public Administration, or a related field preferred.
  • Minimum of three (3) years of progressively responsible Human Resources experience.
  • Experience with payroll administration, employee benefits, and HRIS (ADP Workforce Now).
  • Knowledge of federal and state employment laws and HR best practices.
  • Strong organizational, analytical, and time management skills.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficiency in Microsoft Office 365 applications (Outlook, Word, Excel, PowerPoint, Teams, OneDrive).
  • Ability to maintain confidentiality and exercise sound judgment.

Responsibilities

  • Coordinate recruitment, hiring, and on-boarding activities.
  • Administer employee benefit enrollment and personnel transactions.
  • Maintain accurate employee records and data within the HRIS.
  • Coordinate payroll administration activities, including review of payroll actions and changes.
  • Collaborate with HR team to ensure timely completion of payroll and admin tasks.
  • Coordinate employee pension enrollment and related documentation.
  • Prepare HR reports and employee communications.
  • Assist with development, maintenance, and implementation of HR policies and SOPs.
  • Support performance evaluation administration and employee development initiatives.
  • Coordinate employee training and orientation activities.
  • Maintain departmental procedures and records.
  • Respond to HR inquiries with excellent customer service.
  • Maintain confidentiality of employee information.
  • Ensure compliance with policies and employment regulations.

The Joint Meeting of Essex and Union Counties is a regional wastewater treatment authority committed to environmental stewardship, operational excellence, and public service. We are seeking a motivated Human Resources professional to join our growing team and contribute to a collaborative, service-oriented work environment.

POSITION SUMMARY

Under the general direction of the Chief Administrative & Strategic Officer, the Human Resources Administrator is responsible for coordinating the day-to-day administrative and operational functions of the Human Resources Department. This position supports recruitment, on-boarding, employee records management, benefits administration, payroll administration, and employee services while ensuring accurate, efficient, and confidential Human Resources operations. The Human Resources Administrator serves as a key resource to employees and leadership by delivering high-quality Human Resources services and administrative support.

QUALIFICATIONS
  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field preferred.

ESSENTIAL JOB FUNCTIONS

The successful applicant should be able to perform and be thoroughly knowledgeable with all the following functions at a pace and level of performance consistent with the actual job performance requirements.

  • Coordinate recruitment, hiring, and on-boarding activities.
  • Administer employee benefit enrollment and personnel transactions.
  • Maintain accurate employee records and data within the Human Resources Information System (HRIS).
  • Coordinate payroll administration activities, including the review of payroll-related personnel actions, compensation changes, and employee data for accuracy.
  • Coordinate daily workflow and collaborate with the Human Resources Assistant to ensure the timely completion of departmental administrative and payroll support functions.
  • Coordinate employee pension enrollment and related documentation.
  • Prepare Human Resources reports, correspondence, employee communications, and other administrative documentation.
  • Collaborate with the Human Resources Generalist to coordinate Human Resources programs, employee services, and departmental initiatives.
  • Assist with the development, maintenance, and implementation of Human Resources policies, procedures, and standard operating procedures (SOPs).
  • Assist with performance evaluation administration and employee development initiatives.
  • Coordinate employee training and orientation activities.
  • Maintain departmental procedures and administrative records.
  • Respond to employee Human Resources inquiries and provide outstanding customer service.
  • Maintain confidentiality of employee information.
  • Comply with all organizational policies, procedures, and applicable employment regulations.
  • Perform other related duties as assigned.

Salary Range: $62,000 - $74,000 annually, based on experience
