Employment Horizons in Cedar Knolls, NJ is seeking a full-time HR Director to lead and oversee the HR department, guiding staffing, policy development, and compliance with federal, state, and local employment laws.

The role partners with agency leadership on staffing needs, recruitment, retention, workforce planning, and organizational development, and oversees recruitment, onboarding, employee relations, investigations, benefits, and leave coordination.

Qualifications

  • Bachelor's degree in HR or related field, or equivalent combination of education and experience.
  • 3+ years HR experience including employee relations, recruitment, and performance management.
  • Supervisory experience leading staff and development.

Key Responsibilities
  • Lead and oversee the Human Resources department, including direct supervision, coaching, development, and performance management of department staff
  • Partner with agency leadership and managers on staffing needs, recruitment, retention, workforce planning, and organizational development
  • Oversee recruitment and hiring, including applicant screening, interviewing, reference checks, job descriptions, and onboarding
  • Serve as a trusted resource to managers and employees on employee relations, performance management, attendance, workplace concerns, and agency policies
  • Lead and document employee investigations, disciplinary matters, corrective actions, and terminations
  • Support reasonable accommodations and coordinate employee leave, workers' compensation, and other employment-related matters
  • Oversee employee benefits and coordinate with payroll to ensure employee changes and personnel information are processed accurately and timely
  • Ensure HR policies and practices comply with applicable federal, state, and local employment laws and regulations
  • Develop, review, and update HR policies, procedures, forms, and processes
  • Coordinate performance evaluations and provide managers with tools and guidance for effective performance management
  • Develop and coordinate employee training, professional development, engagement, and retention initiatives
  • Monitor HR metrics and trends related to staffing, turnover, attendance, recruitment, retention, and training and provide recommendations to leadership
  • Maintain accurate and confidential personnel records and HR systems
  • Stay current on employment laws, HR trends, and best practices and recommend improvements to agency practices

Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or a related field, or an equivalent combination of education and experience
  • 3+ years of Human Resources experience, including experience with employee relations, recruitment, performance management, and employment practices
  • Prior supervisory or management experience with the ability to lead, coach, and develop staff
  • Working knowledge of federal, state, and local employment laws and regulations
  • Excellent verbal, written, and interpersonal communication skills
  • Strong conflict resolution, problem-solving, organizational, and time management skills
  • Ability to exercise sound judgment and maintain strict confidentiality when handling sensitive personnel matters
  • Strong attention to detail and ability to manage multiple priorities
  • Proficiency with Microsoft Office Suite and the ability to learn and effectively use HRIS and other HR systems
  • Ability to collaborate effectively with employees, managers, and leadership at all levels
  • Valid driver's license
Preferred Qualifications
  • SHRM-CP, SHRM-SCP, PHR, or SPHR certification
  • Experience working in a nonprofit or human services organization
  • Experience working with individuals with disabilities or other barriers to employment
  • Experience with HRIS, benefits administration, employee investigations, leave administration, and performance management
  • Experience developing employee engagement, retention, training, or organizational development initiatives
  • Fluent in Spanish
Physical Demands & Work Environment

This position primarily works in a low-noise office environment. The employee regularly talks and listens and uses hands and fingers to type and operate standard office equipment. The role requires driving. The employee is occasionally required to stand, walk, sit, reach with hands and arms, climb or balance, and stoop, kneel, crouch, or crawl, and must occasionally lift and/or move up to 25 pounds. Specific vision abilities required include close, distance, color, and peripheral vision, and the ability to adjust focus.
