Job summary

East Texas Lighthouse for the Blind seeks an HR Generalist to support the Director of Human Resources in payroll, benefits, onboarding, and employee relations across our programs. The role emphasizes accurate HR records, compliance, and confidentiality in a nonprofit, manufacturing-oriented setting.

The candidate should have a Bachelor’s in HR and at least four years of HR experience, with SHRM/HRCI certifications preferred. Proficiency with Paycom and HRIS is highly desirable.

Qualifications

  • Bachelor’s degree in Human Resources is desired.
  • Minimum of four years’ experience in Human Resources.
  • SHRM or HRCI certification preferred.
  • Experience with government contracts and HR compliance is a plus.
  • Experience with HRIS systems (Paycom preferred).

Responsibilities

  • Maintains accurate, up-to-date HR files and records.
  • Administers payroll, timekeeping, reporting in Paycom.

Job description

The purpose of the East Texas Lighthouse for the Blind shall be the rehabilitation, education, training and employment of people who are blind and visually impaired, and the furtherance of their interests and welfare through programs designed to provide rehabilitation, training and employment opportunities, being wholly charitable and benevolent.GENERAL SUMMARY OF POSITIONThe Human Resource Generalist is an indirect non-exempt, labor support position. The HR Generalist is responsible for assisting the Director of Human Resources with the daily functions of the employment life cycle, including but not limited to benefits, recruiting, onboarding, off respect for others, commitment to our community, and accountability and ownership.ESSENTIAL DUTIES and RESPONSIBILITIESHuman Resources Administration & RecordsMaintains accurate, up-to-date, and confidential HR files, records, and documentation.Performs periodic audits of HR files and records to ensure required documents are complete, accurate, and properly filed, including I-9s, self-reporting, and other required documentation.Performs routine administrative tasks required to administer and execute HR programs.Provides administrative support in Paycom, including payroll, timekeeping, reporting, data entry, and related functions.Cross-trains in all functions of Human Resources.Employee Relations & HR SupportActs as a resource for employees regarding HR policies, procedures, and practices.Answers frequently asked questions from applicants and employees regarding standard HR practices and refers more complex matters to appropriate senior-level staff.Monitors and responds to HR Helpdesk and Text’em inquiries.Serves as a witness to disciplinary meetings, terminations, and investigations as requested.Participates in at least one employee-related committee.Assists the Safety Committees as neededRecruitment & OnboardingRecruits, interviews, and facilitates the hiring of qualified applicants for open positions.Collaborates with department managers to understand the skills, competencies, and qualifications required for open positions.Assists with all aspects of new hire orientation and onboarding.Schedules post-employment training, including benefits orientation, mission-focused training, immersion training, safety training, and other required training.Communicates and works with temporary staffing agencies to fulfill staffing needs.Conducts background checks for volunteers across all ETLB divisions.Benefits & Leave AdministrationAssists with the annual benefits open enrollment process.Manages all leave of absence policies and requests.Assists employees and management with benefit-related questions and issues.Payroll, Timekeeping & GarnishmentsProvides administrative support to Payroll, including answering questions, distributing checks, and communicating payroll-related information.Assists with Paycom payroll and timekeeping functions.Compliance & ReportingResponsible for maintaining compliance with applicable federal, state, and local laws and regulations.Conducts mandatory reporting and compliance filings, including VETS-100, EEO-1, AAP, and other required reports.Prepares reporting and audit packets for federal and state contracts, including NIB, WorkQuest, and other applicable contracts.Establishes and leads compliance training, including annual HR compliance training.Reviews, tracks, and documents compliance with mandatory and non-mandatory training, continuing education, and general organizational policies.Unemployment, Drug Screening & Other HR ProcessesAssist with unemployment claims and related documentation.Assist with the random drug screening process.Employee Engagement & ActivitiesLeads the Employee Activities Committee, including event planning, budgeting, facilitation, and execution of employee events and holiday activities.Coordinates and assists with large-scale employee meetings and events.Obtains and processes expenses for company gifts, prizes, and employee incentives.Initiates and coordinates national and state-level award nomination and application processes.Creates and distributes weekly Toolbox Talks.Transportation & Site CoordinationServes as a liaison between organizational sites regarding tours and visits for Client Services and outside parties.General Administrative SupportAssists with special projects and organizational initiatives as needed.Participates in meetings, seminars, committees, and other organizational activities as requested.Performs other duties and responsibilities as assigned.EDUCATION and/or EXPERIENCEBachelor’s degree in Human Resources is desired (related fields will be considered)Minimum of three (4) years’ experience in Human ResourcesExperience working in a non-profit and/or manufacturing environment preferred.SHRM or HRCI certification preferred.Experience with HRIS systems, preferability PaycomExperience working with government contracts, NIB, AbiltiyOne, TIBH, and other related agencies.Experience with mandatory reporting and compliance filingsOther combinations of experience and educated may be considered.SKILLSStrong communication skillsExcellent interpersonal skills with Microsoft Office Suite.Proficient with or ability to quickly learn payroll management, HRIS and other related computer applications.Strong organizational and time-management skills to multi-task efficiently and meet deadlines.Ability to act with integrity and professionalism.Working knowledge of employment related laws and regulationsStrong analytical and problem-solving skillsHave a customer-service oriented mindset for both internal and external customers.PHYSICAL DEMANDSProlong sitting and working on a computer.Must be able to lift 25 pounds at a time.Must be able to access and
