About the role!
The HR Business Partner (HRBP) is a strategic human resource advisor and manages the full range of HR services and support to Clinical Services. The HRBP must have a strong background in human resources within healthcare settings, including a strong understanding of typical clinic staffing models, training and licensure requirements, regulatory considerations involved in supporting clinical providers and staff, and the recruitment and retention landscape in behavioral health. They focus on, stay up to date, and become an expert at Clinical Services’ priorities, goals, structure, operations, schedules, ways of working, and best practices in behavioral health. They evaluate and monitor trends and events that are internal and external to CHC, that impact Clinical Services and determine and respond to implications for human resources. They develop strong, effective, trusted working relationships with Clinical Services leaders, staff, and stakeholders. The HRBP will be a critical change agent who partners closely with their department leaders to enhance organizational performance and promote CHC mission, vision, and values.
The HRBP maintains an effective level of business literacy about Clinical Services’ financial position, its market position, risks and opportunities, its culture and its competition. They stay current with California employment law and make data driven recommendations within the HR team and with their respective leadership groups. They are also the primary contact for employees in their respective business units and influence DEIB related strategies into the work they do to uphold CHC’s employee value proposition.
As a Human Resource Business Partner-Clinical Based, you will:
- Perform the role as a trusted advisor to enhance organizational effectiveness and performance, this includes but is not limited to:
- Proactively working with leaders on workforce planning, talent acquisition, and organizational development, etc.
- Aligning the skills and goals of the staff within their business units with the overall business objectives.
- Identifying training needs for business units and individual executive coaching needs.
- Participating in evaluation and monitoring of training programs to ensure successful outcomes.
- Following up to ensure training objectives are met.
- Providing guidance and input on business unit restructuring, workforce planning and succession planning.
- Build rapport with staff in their respective business units and participates in recurring meetings.
- Provide day-to-day performance management guidance to line management (e.g., coaching, counseling, career development, disciplinary actions).
- Apply HR strategies to meet business objectives
- Ensures HR initiatives align with the organization’s mission, vision, and long-term strategy.
- Analyzes trends and metrics in partnership with the HR team to develop solutions, programs and policies.
- Manages metrics to monitor and enhance employee engagement.
- Works closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
- Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.
- Consults with line management, providing HR guidance when appropriate.
- Providing HR policy guidance and interpretation.
- Manages and resolves complex employee relations issues. Conducts effective, thorough and objective investigations.
- Ensuring business units receive adequate training required to remain compliant with California employment law and relevant agencies.
- Reviewing/developing contract terms for new hires, promotions, and transfers as needed.
- Partners with the legal counsel and compliance department as needed/required.
- Lead HR projects as assigned and performs some general duties.
- Perform other duties as assigned.
What we’re looking for:
- Behavioral Health Experience: Direct HR experience in healthcare or behavioral health settings; understands clinical roles, licensure requirements, and the dynamics of supporting psychologists, therapists, psychiatrists, and related professionals.
- Clinical Recruiting Knowledge: Skilled in navigating the competitive behavioral health recruitment landscape and supporting hiring managers through provider shortages and licensure timelines.
- Credentialing & Compliance Expertise: Working knowledge of licensure, credentialing, and continuing education requirements for behavioral health providers.
- Employee Relations Expertise: Confident handling sensitive workplace issues involving clinical staff; balances empathy with accountability in performance management and conflict resolution.
- Operates with a sense of urgency and sound judgment in fast-paced, client-serving environments.
- Ability to navigate complexity with professionalism, discretion, and a collaborative mindset.
- Adaptability & Flexibility: Comfortable adjusting priorities as clinical needs evolve; remains solution-focused in ambiguity.

- Ability to comprehend, interpret, and apply the appropriate sections of applicable laws, guidelines, regulations, ordinances, and policies.
- Ability to acquire a thorough understanding of the organization’s hierarchy, jobs, qualifications, compensation practices, and the administrative practices related to those factors.
- Excellent time management skills with a proven ability to meet deadlines.
- Strong analytical and problem-solving skills.
- Proficient with Microsoft Office Suite and Zoom or related software.
Supervisory Responsibilities:
- This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.
About your background (education/experience):
- Minimum of 8 years of experience resolving complex employee relations issues.
- Working knowledge of multiple human resource disciplines, including compensation practices, organizational diagnosis, employee and union relations, diversity, performance management, and federal and state respective employment laws.
- Bachelor’s degree preferred.
- SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential or ability to obtain certification within one year of employment.
Working Conditions
Physical Requirements:
- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
Compensation:
Range: $145,000-$165,000 per year (negotiable)
Pay Type: salary
- The starting base salary for this position is as shown above. The actual base salary is dependent upon a variety of job-related factors such as professional background, training, work experience, location, business needs, and market demand. This pay range is subject to change and may be modified in the future.
