Job summary

Oregon State Hospital is seeking multiple permanent Senior Human Resource Business Partners to join the Employee and Labor Relations Team. This hybrid role requires 3 days in Salem and 2 days remote, partnering with leadership on complex employee matters, labor relations, and investigations.

Ideal candidates are adaptable, resilient, and solutions-focused, delivering professional, collaborative HR support across the organization.

Qualifications

  • Bachelor's degree or higher in HR-related field and 3 years HR professional-level experience.
  • Alternative: PHR or SHRM-CP and 4 years HR experience.
  • Alternative: 6 years HR experience with 4 years professional-level.
  • Master's may substitute for one year of experience.
  • Certifications like SCHRP/ PSHRA-CP count toward experience.
  • PHR/SHRM-CP/SCHRP/PSHRA-CP substitute for experience.

Responsibilities

  • Advise leadership on sensitive and complex employee matters and labor relations issues.
  • Lead workplace investigations and advise on organizational change and workforce challenges.

Job description

  • Multiple permanent Senior Human Resource Business Partner (Human Resource Analyst 3) opportunities available on our collaborative Oregon State Hospital (OSH) Employee and Labor Relations Team!
  • You’ll enjoy a flexible hybrid work schedule with 3 days working in our Salem office at the Oregon State Hospital, and 2 days remotely.
  • Our Senior Human Resource Business Partners serve as trusted advisors to leadership, helping navigate sensitive and complex employee matters, labor relations issues, workplace investigations, organizational change, and critical workforce challenges.
  • This role is ideal for someone who is adaptable, resilient, solutions-focused, and able to remain calm and effective when faced with competing demands and time-sensitive situations.
  • At OSH, you’ll join a collaborative HR team that values professionalism, partnership, accountability, and growth.
Requirements
  • A bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and three years of Human Resource professional-level experience related to the position;
  • Or, valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years Human Resource professional-level experience related to the position;
  • Or, six years Human Resource experience related to the position. Four of the six years must have been at the professional level.
  • A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
  • Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
  • Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional-level human resources experience.
