The Pennsylvania Treasury Department is seeking an HR Analyst I to support the Training & Development team within the Bureau of Human Resources. This role focuses on creating accessible learning resources and delivering training on leadership, communication, and customer service.

Responsibilities include developing content, managing eLearning platforms, and supporting staff with learning resources. Telework is available part-time with three days in-office weekly.

Qualifications

  • One year of experience in performing technical human resource duties and a bachelor's degree, or
  • An equivalent combination of experience and training.
  • Experience creating courses using Articulate Storyline 360 and Rise 360.

The Pennsylvania Treasury Department is an independent agency led by the elected State Treasurer and one of the largest state treasuries in the country, serving as custodian of more than $150 billion. Treasury plays a critical role in state government operations, acting as the custodian, investor, and disburser of funds for nearly all state agencies. This role supports department training and performance by creating clear learning materials and guiding helpful training sessions. As a Human Resource Analyst 1, you will perform the following duties:
  • Training Development: Design accessible learning resources using various digital tools
  • Program Delivery: Lead in-person and virtual training sessions on leadership, communication, customer service, and operational topics
  • Content Creation: Produce materials that help employees apply new skills
  • Site Management: Maintain and update SharePoint and eLearning training platforms
  • Staff Support: Provide guidance by creating resources that meet department learning need
Work Schedule and Additional Information:
  • Full-time employment.
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.
  • Telework:You will be eligible for part-time telework, mandatory three days a week in the office and work from home (telework) up to two days a week. Management may discontinue the telework arrangement at any time, for any reason. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to your headquarters location.

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year of experience in the performance of technical human resource duties; and a bachelor's degree; or
  • An equivalent combination of experience and training.
Additional Requirements:
  • You must have experience creating courses using Articulate Storyline 360 and Rise 360.
  • You must have experience using Microsoft applications such as PowerPoint, Forms, Teams, SharePoint and Outlook, web-based utilities or the ability to learn relevant software to perform job duties.
  • You must attach a resume.
  • You must be able to perform essential job functions.
Preferred Qualifications (not required):
  • Experience conducting training for delivering in-person or virtual sessions
  • Experience using Canva
  • Experience using Adobe Creative Cloud or other design software
  • Full-time professional experience in instructional development
  • Experience using artificial intelligence tools or technologies in a professional capacity to design, develop, or deliver training courses and learning materials
