Qualifications

• One year as HR Analyst 1 or EO Specialist 1 (Commonwealth title or equivalent).
• Two years analytical experience including one year HR/EO experience, and a bachelor’s degree.
• Equivalent combination of experience and training.

Responsibilities

• Staff Oversight: Supervise timekeeping staff and support accurate time/leave processes.
• Leave Management: Review leave procedures, resolve payroll issues, train supervisors.
• Discipline Coordination: Conduct investigations and guide supervisors through disciplinary steps.
• Grievance Handling: Research cases, prepare responses, and represent management in discussions with unions.
• Labor Meetings: Facilitate meetings with union representatives and maintain positive relationships.
• Policy Guidance: Interpret contract language and respond to employee inquiries.
