Job summary

Kentucky Department of Education (KDE) is seeking a skilled Human Resource Administrator to join a dynamic team in Frankfort, KY. The role supports personnel, payroll, benefits and compliance across KDE offices on a hybrid schedule. Telework is Kentucky-based and subject to agency policies.

Description

The agency may authorize the selected applicant to telecommute on a hybrid schedule. The agency may terminate or modify the telecommuting arrangement at any time. Telework will not be permitted outside the state of Kentucky.

The Kentucky Department of Education (KDE) is a service agency of the Commonwealth of Kentucky, and part of the Education and Labor Cabinet. The department provides resources and guidance to Kentucky’s public schools and districts as they implement the state’s P-12 education requirements. The department also serves as the state liaison for federal education requirements and funding opportunities.

The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors.

The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.

The department seeks to hire a smart, experienced, hardworking and dependable Human Resource Administrator to join our dedicated team. This role represents a fantastic opportunity to work in a dynamic, challenging and professional environment.

Responsibilities Include But Are Not Limited To The Following
  • Provide technical advice to Kentucky Department of Education (KDE) staff, management, regarding personnel, payroll, and benefits. Interpret and accurately apply regulations, statutes, and applicable polices or procedures. Facilitate and enter personnel actions into Kentucky Human Resources Information System (KHRIS). Interpret, apply, and enforce KDE and Personnel Cabinet regulations, policies, and procedures.
  • Coordinate and oversee the personnel and payroll preparation for assigned offices. Run payroll reports for self-time entry. Receive and review benefit documents. Submit personnel requests for review and approval. Coordinate interview and register process. Provide customer service to staff and public regarding vacancies.
  • Provide technical advice to various levels of leadership regarding classification, compensation, and recruitment in accordance with personnel rules and laws. Serve as liaison between KDE, legal staff, and the Personnel Cabinet. Advise and communicate with applicants regarding employment procedures. Conduct desk audits and make recommendations regarding findings.
  • Conduct orientation meetings and exit interviews for the department. Prepare and submit reports, recommendations, or findings for legal review. Maintain accurate position descriptions for assigned offices. Represent branch and/or division and participate in various agency meetings, workshops, seminars, and conferences when assigned. Participate and complete special projects, reports, or assignments.
  • Provide assistance with the hiring process of Contractors for KDE. Responsible for overseeing the personnel action request, routing information technology reports and provides New Employee Orientation.
  • Perform other duties as assigned.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in Kentucky state government merit system human resource administration or Kentucky governmental employee benefits administration.

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis. Current or prior military experience will substitute for the required college on a year-for-year basis.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Must provide documentation of successful completion of the Personnel Cabinet's Human Resources (HR) Academy to the agency's appointing authority within 12 months of employment in a position assigned this job classification.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
