Job description

The Architect of the Capitol (AOC), Office of the Chief of Operations, House Office Buildings (HOB), is seeking a Human Capital Program Specialist to serve as a resource, consultant, and advisor to employees, supervisors, and management officials on Human Capital activities within the jurisdiction.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements, including specialized experience and/or educational requirements, by the closing date of the job announcement. Additional information on qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions, available on the OPM website at OPM Qualification Standards.

Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to perform the duties of the position successfully, typically in or related to the position to be filled. To be creditable, this experience must be equivalent to at least the next lower grade level.

For GS-09, candidates must have at least 52 weeks of specialized experience equivalent to the GS-08 level in the Federal service, including:

  • Gathering information, analyzing issues, and developing recommendations to improve work operations.
  • Applying HR concepts, principles, policies, and regulations in providing analysis, interpretation, and modification of HR policies and programs.
  • Providing authoritative advice and guidance on HR issues across multiple functional areas such as staffing, recruitment, performance management, employee relations, work-life balance, and executive resources.

For GS-11, candidates must have at least 52 weeks of specialized experience equivalent to the GS-10 level, including:

  • Applying HR concepts, principles, policies, and regulations.
  • Informing supervisors of controversial findings or issues with potential widespread impact.
  • Leading HR programs and improvement projects.
  • Providing expert advice on various HR issues across multiple functional areas.
