NPAworldwide is seeking a Program Construction Manager for the Hudson Tunnel Project (HTP) in New York. The role focuses on delivering a landmark, large-scale capital project with significant federal funding and a broad stakeholder landscape.

You will lead construction management, budgeting, scheduling, and risk management while coordinating with federal, state, and local authorities to ensure timely, compliant progress.

Qualifications

• Extensive experience in program controls and construction management for large-scale infrastructure.
• Demonstrated ability to manage multi-billion dollar programs and complex budgets.
• Strong stakeholder management with transit authorities and government agencies.
• Proven knowledge of FTA/FRA guidelines and reporting requirements.

Responsibilities

• Develop and implement the overall construction management strategy.
• Oversee the project budget, cost control, and long-term financial planning.
• Make critical decisions on resources and financial risk management.
• Establish project scheduling frameworks and policies.
• Lead high-level schedule reviews to maintain timelines.
• Shape risk management approach and culture.
• Guide senior management on risk decisions and opportunities.
• Serve as executive liaison for CM with agencies, contractors, and leadership.
• Present project status to board members and officials.
• Ensure adherence to federal and state regulations at a strategic level.
• Build and lead a high-performing construction management team.
• Drive a culture of excellence, innovation, and continuous improvement.
