Job summary

ICF is seeking a Community Development Consultant (on-call) to support HUD programs, educate on Section 3 and Davis-Bacon rules, and deliver trainings and webinars. This home-based role offers variable hours with up to 25% travel, working with housing authorities, CPD grantees, and related stakeholders.

Ideal candidates bring a Bachelor's degree (or 10 years in the field), deep HUD knowledge, and experience presenting to diverse audiences. Proficiency in MS Office is expected.

Qualifications

• Bachelor’s Degree or equivalent in Public Administration, Planning, Public Policy, Government or related field or 10 years of experience.
• Minimum of 10 years knowledge in HUD programs, especially Section 3 and Davis-Bacon requirements.
• Experience delivering trainings, workshops and webinars; facilitation and public speaking.
• This is a home-based position with up to 25% travel.

Responsibilities

• Work with diverse stakeholders including public housing authorities and HUD grantees.
• Educate on Section 3 and Davis-Bacon requirements to support HUD programs.
• Develop and deliver trainings, conferences, workshops and webinars.
• Facilitate technical assistance engagements in-person or virtually.
• Contribute to tools, reports and policy guidance.
