Job summary

The People Concern is seeking a Director of HSSP, SPA-4 in Los Angeles to supervise contract administration, billing, and service delivery across multiple housing sites. You will ensure compliance with DMH goals and foster collaboration with the Senior Director and DMH staff.

You will lead a team, oversee clinical and administrative functions, and coordinate with external partners to maximize outcomes and contract performance while upholding agency standards.

Qualifications

  • Master's Degree in Social Welfare, Marriage and Family Therapy, or Doctorate in psychology or related field.
  • Minimum of four years experience in mental health and/or substance addictions.
  • Strong working knowledge of Medi-Cal documentation and requirements.
  • Outstanding clinical review and supervision skills.
  • Contract and quality assurance experience.
  • Current valid CA Driver's License.

Responsibilities

  • Attend meetings and respond to email on behalf of the Senior Director and staff.
  • Represent agency interests at DMH meetings and other county-wide DMH HSSP meetings.
  • Ensure 65% of staff time is in direct service while meeting DMH standards.
  • Coordinate clinical services with outside agencies, partners, and funders; including referral processes.
  • Develop and coordinate new Project Based Housing sites and Scattered Sites assigned to HSSP.
  • Oversee and support the overall functioning of HSSP services at all sites.
  • Collaborate with Quality Assurance to ensure contract compliance.
  • Provide supervision and evaluations for all assigned staff in partnership with the Senior Director.
  • Assist in recruitment, training, supervision, and evaluation of direct service staff.
  • Assist in crisis interventions and participate in on-call rotation for After Hours Emergency Line.

Summary

Under the supervision of the Senior Director of Housing Supportive Services Program, the Director of HSSP, SPA-4 is responsible for the collaboration with the Senior Director, monitor all administrative aspects of agency's Department of Mental Health (DMH) contracted HSSP and contract, including billing and contract maximization in compliance with contract goals and outcomes in a timely manner.

Essential Duties and Responsibilities
  • Attend meetings, respond to email correspondence, develop and maintain appropriate relationships (including with the Department of Mental Health and other Intensive Case Management support organizations) on behalf of the Senior Director and staff.
  • Represent agency interests at Department of Mental Health meetings, as well as other DMH HSSP county-wide meetings.
  • Ensure productivity goals and outcomes are achieved, including a minimum of 65% of staff time being in direct service provision across program; including upholding DMH documentation standards and guidelines.
  • Support the coordination of clinical services and activities with outside agencies, partners, and funders; including the coordination of referral processes.
  • Support the coordination and development of new Project Based Housing sites and Scattered Sites assigned to HSSP.
  • Oversee and support the overall functioning of HSSP services at all Project Based Housing sites and Scattered Sites assigned to HSSP.
  • Collaborate with Clinical Quality Assurance and Billing Department to ensure compliance of program requirements.
  • In partnership with the Senior Director, provide individual and team supervision, support, and performance evaluations for all assigned staff.
  • Assist in recruitment, selection, training, supervision, and evaluation of direct service staff.
  • Collaborate with Quality Assurance to ensure proper staff orientation, training and audit preparedness for all clinical and mental health contracts.
  • Complete required reporting to LA County Department of Mental Health as outlined by contract requirements.
  • Support psychiatry needs such as data collection, client coordination, invoices, and reporting.
  • Support the HSSP Intern Program as needed.
  • Assist in crisis interventions as needed, including participating in on call rotation calendar for overnight and weekend After Hours Emergency Line.
Qualifications
  • Master's Degree in the field of Social Welfare or Marriage and Family Therapy, or doctorate in psychology or related field
  • Minimum of four (4) years experience in the field of mental health and/or substance addictions.
  • Strong working knowledge of Medi-Cal documentation and requirements.
  • Outstanding clinical review skills
  • Strong training, project management, and team-building skills
  • Able to behave with sensitivity, tact, politeness and responsiveness with staff and clients
  • Detail oriented with excellent time management, organizational, written, verbal, interpersonal, presentation, and computer skills
  • Knowledge of trauma informed services, housing first and harm reduction methodologies.
  • Experience providing administrative and clinical supervision
  • Contract and quality assurance experience
  • Current valid CA Driver's License.
Preferred Qualifications
  • California Board of Behavioral Sciences or Board of Psychology Licensure

  • Psychiatric crisis assessment and response experience
Work Environment
  • On occasion walk or drive to different local sites
  • Regularly required to sit, stand, bend and occasionally lift or carry up to 35 pounds
  • Field (may need to travel) and indoor office environment
  • Will necessate working in busy and loud environments
  • Will be exposed to elements like cold, heat, dust, noise and odor
  • May need to bend, stoop, twist , and sit throughout the day
