We are searching for an experienced HSE Manager at our Palmer HQ facility.

Primary Duties And Responsibilities

Formulates, develops, and manages safety and loss control functions of the organization. Designs and directs programs to reduce accidents, occupational illnesses, and exposure to long-term health hazards through safety training of supervisors/managers, field personnel, planned inspections, skill training, injury management, emergency preparedness, proper job instruction, new employee indoctrination, physical protection, planned job observation, rules and best practices, job analysis/procedures, disposal procedures, and personal protective equipment. Maintains compliance with governmental regulatory agencies. Responsible for identifying causes of past accidents and implementing corrective actions in coordination with supervisors/managers.

Specific Task Description

  • Performs formal and informal work-site audits and/or inspections regularly, according to industry standards.
  • Develops and promotes a cooperative workplace safety culture throughout the organization.
  • Develops, implements, directs, and coordinates the organization's Health, Safety, Environmental and Training (HSET) program.
  • Supervises HSE inspection program of facilities, work sites, and equipment to identify and correct potential or existing hazards.
  • Develops analysis and reporting on key HSET metrics to measure safety program performance.
  • Studies and interprets Federal, State, and Local regulations pertaining to HSE to ensure compliance.
  • Collects and submits reportable safety data or information for relevant agencies.
  • Researches and develops environmental and safety risk analysis and mitigation plans as required.
  • Supervises, mentors, and oversees the professional development of the HSE Technician and Safety intern positions.
  • Develops and maintains MTA Standard Operating Guidelines (SOG) for HSE areas to assist departments in compliance.
  • Provides education and training, including new hire safety orientations and First Aid/CPR/AED courses, covering topics like pole top rescue, fall arrest systems, trenching safety, confined space procedures, lock-out/tag-out, PPE, spill response, etc.
  • Coordinates and educates personnel on the Hazardous Material Spill response program.
  • Manages the Workers Compensation Program, including incident investigations and reporting.
  • Investigates near misses, accidents, incidents, and vehicle crashes, implementing corrective actions to prevent recurrence.
  • Prepares and manages the annual safety department budget.
  • Supports the development of business continuity/disaster recovery plans related to HSE.
  • Provides technical advice and coordinates with agencies concerning safety matters.
  • Strives to deliver a superior customer experience.
  • Performs other duties as assigned.

Education

Required: Bachelor's degree, preferably in Safety/Environmental. Equivalent certifications with five years of responsible experience may substitute. BCSP certifications like CSP, ASP, CHST, OHST are highly preferred.

Work Experience

Minimum five years post-college experience in safety and occupational health, with extensive knowledge of Federal HSE regulations, especially in telecommunications utilities.
