  • Collaborate with law enforcement, families, other departments and community resources for crisis resolution.
  • Consult with unit supervisors/clinical staff regarding clients’ needs and future impact on the unit.
  • Select and evaluate unit staff; make recommendations on personnel decisions.
  • Ensure medical/financial records documentation and billing records.
  • Provide backup coverage and after-hours supervisory oversight for crisis workers.
  • Work with on-call staff during emergency investigations.
  • Respond to emergencies as assigned.

Job description

  1. Develop, operate and administrate programs and contracted services designed to fulfill the needs of the Community Support Program.
  2. Provide supervision to assigned workers.
  3. Manage assigned staff workload.
  4. Work towards the development of plans and budgets for use of federal, state and local funds for mental health services in conjunction with Departmental staff.
  5. Participate in the development and preparation of a comprehensive plan for mental health services in Racine County.
  6. Maintain knowledge of and oversee implementation of DHS 63.
  7. Implement any new Federal, State, and County legislation, policy, and procedures into current practice and monitoring of compliance regarding those policies.
  8. Arrange staffing coverage for the CSP Program.
  9. Facilitate ongoing training and professional development for CSP Staff.
  10. Ensure all staff is compliant with DHS 63 clinical supervision, training, and Medicaid requirements.
  11. Ensure the Clinical Director is informed of current practice and the expectations of the Clinical Director are implemented.
  12. Make intervention and assessment decisions using the “Best Practice” philosophy.
  13. Work collaboratively with law enforcement, families, other county departments, schools, continuum of acute care services providers, and other community resources to coordinate appropriate crisis resolution and referral.
  14. Consult with other unit supervisors/clinical staff regarding clients’ needs, available services, and future impact on the unit to provide continuity of cases.
  15. Select and evaluate unit staff and make recommendations on other personnel decisions.
  16. Ensure staff complete all necessary health care/medical and financial record documentation required to maintain complete medical and financial billing records.
  17. Complete appropriate and timely medical record documentation, which may include assessments, follow-up contacts, crisis plans, administrative, demographic, insurance, and financial information
  18. Provide backup coverage for the duties of staff.
  19. Provide after- hours supervisory oversight to crisis workers taking emergency mental health and APS referrals on a rotating basis. (only appropriately credentialed staff)
  20. Work collaboratively with on-call workers conducting emergency investigations. (only appropriately credentialed staff)
  21. Perform other duties as assigned, including responding to an emergency event.
Supervision Exercised

Has supervisory responsibility for the county and contracted staff within the Unit.

Supervision Received

Receives supervision from the program manager in accordance with DHS 63. Also receives supervision from Aging and Disability Division Administrator

  • Master’s degree from an accredited college or university in social work or counseling.
  • Licensed Clinical Social Worker or Licensed Professional Counselor or Psychologistrequired.
  • CSAC, SAC, SAC-IT preferred.
  • 3,000 hours of supervised clinical experienceworking with adults with chronic mental illness or 1,500 hours of supervised clinical experience in a Community Support Program.
  • One-yearsupervisory experiencepreferred.
  • Valid Wisconsin driver's license for required travel.? Personal automobile, if used for work-related travel, must be covered by an automobile insurance policy.
  • Proficient in Microsoft Word, Excel and Outlook, or comparable word processing and spreadsheet applications.
  • Prompt and regular attendance.
  • Knowledge of community resources.
  • Knowledge of State Statutes 63, 54, 51, 55 and 48.
  • Personal aptitude and ability to provide emergency mental health services.
  • Ability to provide emergency mental health services.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with a diverse client population.
  • Ability to respond to crisis and to make appropriate judgments.
  • Ability to work independently, yet fully participate as part of a therapeutic clinical team of professionals including mental health and substance abuse therapists, psychiatrists, APNPs and nurses.
  • Excellent written and oral communication skills.
  • Ability to solve problems and negotiate solutions
  • Technically proficient with Microsoft office products, internet browsing and EMR.
  • Ability to lift 20 pounds and walk up and down stairs.
