Job summary

Responsibilities

  • Administer, maintain, and configure HRIS applications, modules, workflows, security roles, and access.
  • Provide functional/technical support for HR, payroll, recruitment, and data processes.
  • Monitor performance, resolve data discrepancies and access issues.
  • Maintain HRIS security roles and conduct access reviews.
  • Support payroll system administration and testing in collaboration with Payroll/HRIS.
  • Collaborate with IT on configurations, testing, and upgrades.
  • Develop test plans and document results prior to changes.
  • Maintain data integrity with audits and reconciliations.
  • Develop reports, dashboards, and data extracts for leadership decisions.
  • Oversee HRIS integrations with payroll, benefits, and recruitment.
  • Recommend automation and workflow improvements to increase efficiency.
  • Provide training and guidance to HR staff and users.
  • Troubleshoot complex issues with vendors/IT during system changes.
  • Support HRIS projects, upgrades, conversions, and new functionality.
  • Ensure compliance with policies, procedures, and security requirements.
  • Maintain confidentiality of sensitive information.
  • Provide backup for HRIS and payroll functions.

The anticipated hiring range is $78,829 - $102,936

The Sr. HRIS Systems Administrator is responsible for the administration, configuration, maintenance, and continuous improvement of the City’s Human Resources Information Systems (HRIS). This position serves as a key technical and functional resource supporting HR, benefits, recruitment, employee data, reporting and other HR-related business processes for a workforce of more than 4,000 employees.

Working under the direction of the HRIS Division Manager, the Sr. HRIS Systems Administrator provides day-to-day system administration and works collaboratively with Human Resources, Payroll, Information Technology, Finance, departmental HR representatives, vendors, and other stakeholders to ensure HR systems are secure, reliable, accurate, and aligned with organizational needs. The position also provides critical operational redundancy and support for essential HR and payroll functions.

  • Administers and maintains HRIS applications, modules, configurations, workflows, business rules, security roles, and user access.
  • Provides functional and technical support for HR, employee data, organizational management, recruitment, onboarding, and related HR technology processes.
  • Monitors system performance and resolves system issues, data discrepancies, workflow errors, and user access concerns.
  • Maintains HRIS security roles and permissions and conducts periodic access reviews to support appropriate segregation of duties and internal controls.
  • Supports payroll system administration, testing, troubleshooting, and issue resolution in collaboration with Payroll and HRIS staff.
  • Collaborates with Information Technology on systemic configuration, testing, validation, and implementation of system enhancements, upgrades, patches, and new functionality.
  • Develops and executes test plans and documents testing results prior to implementation of system changes.
  • Maintains data integrity through routine audits, reconciliations, exception reporting, and corrective actions.
  • Develops and maintains standard and ad hoc reports, dashboards, queries, and data extracts to support operational and leadership decision-making.
  • Oversees system integrations and interfaces between HRIS, payroll, benefits, and recruitment.
  • Evaluates existing HR processes and recommends system enhancements, automation, and workflow improvements to increase efficiency and reduce manual transactions.
  • Provides training and guidance to HR staff, departmental users, managers, and other system users.
  • Partners with vendors and Information Technology staff to troubleshoot complex system issues and coordinate system changes.
  • Supports HRIS projects, implementations, upgrades, conversions, and other technology initiatives.
  • Ensures HRIS activities comply with applicable policies, procedures, records requirements, security standards, and regulatory requirements.
  • Maintains confidentiality and safeguards sensitive employee, payroll, and personally identifiable information.
  • Provides backup support for critical HRIS and payroll-related functions to ensure continuity of operations.
  • Performs other related duties as assigned.

Minimum Qualifications
  • Bachelor’s degree in Human Resources, Information Systems, Business Administration, Computer Information Systems, Data Analytics, or a related field, and three (3) to five (5) years of progressively responsible experience supporting or administering Human Resources Information Systems, payroll systems, enterprise applications, or related technology.

  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Preferred Qualifications
  • Experience in managing and administering HRIS systems within large, complex organizations, ensuring data integrity, compliance, and operational efficiency.
  • Experience with HR/payroll system configuration, security administration, workflow management, reporting, integrations, and testing.
  • Experience supporting payroll operations and payroll-related system processes.
  • Experience with HRIS implementations, upgrades, conversions, or major system enhancements.
  • Experience developing HR dashboards, metrics, and workforce analytics.
  • Experience in local government or the public sector.
  • HR, payroll, HRIS, project management, or technology-related certification preferred.
