Job summary

The State of North Carolina DHHS Division of Human Resources invites applications for an HR Technician II (S). This role handles full-cycle recruitment while supporting HR technology platforms and HR systems, guiding hiring managers, and contributing to workforce planning.

Success requires experience with ATS/HRIS, strong communication and organizational skills, and the ability to manage multiple priorities in a fast-paced environment.

Qualifications

• Associate degree with 1 year HR experience, or 2 years progressive HR experience.
• Familiarity with ATS/HRIS workflows and reporting is preferred.
• Strong communication and organizational abilities are essential.

Responsibilities

• Manage full-cycle recruitment for assigned positions, including posting, sourcing, interviewing and offers.
• Provide specialized support for HR technologies, including ATS/HRIS systems.
• Partner with hiring managers to assess staffing needs and advise on recruitment strategies.
• Develop and maintain pipelines for recurring roles using referrals and professional networks.
• Review applicants, conduct phone interviews, coordinate with hiring teams and support decisions.
• Maintain data integrity across HR systems and generate reports.
• Participate in HR projects such as system implementations and process improvements.
• Mentor HR Tech I roles or interns on processes and best practices.
