Pension Benefit Guaranty Corporation in Washington, DC, seeks a senior HR specialist to manage the agency-wide performance management program for GS and SL employees. You will lead the development and review of performance plans, conduct quality reviews, and deliver calibration and training across HRD and CRBAD.

This position is located in the Pension Benefit Guaranty Corporation's (PBGC),Office of Operations (OOO), Human Resources Department (HRD), Customer Relations & Business Analytics Division (CRBAD). More than one selection may be made from this vacancy announcement.
The candidate selected for this position will: Performance Management Program Administration Serve as the agency's senior technical expert responsible for managing and administering the agency-wide performance management program for General Schedule and Senior Level employees. Lead the development and review of employee and executive performance plans. Conduct quality reviews of performance plans, progress-review documentation, rating recommendations, and related.
Develop agency directives, standard operating procedures, templates, technical guidance, and management tools. Coordinate performance review, calibration, and approval processes. Design and deliver performance management training. Human Resources Data Analytics and Executive Reporting Serve as senior HR data analytics expert responsible for collecting, validating, analyzing, and interpreting complex workforce and program data.
Develop dashboards, statistical reports, trend analyses, forecasts, and executive-level presentations. Integrate information from multiple automated HR systems, identify data quality concerns, and translate complex findings into actionable recommendations. Lead the development, review, interpretation, and implementation of agency-wide HR policies, directives, standard operating procedures, and related guidance.
Evaluate new or revised laws, regulations, OPM requirements, and organizational priorities. Develop policy recommendations, implementation strategies, and management guidance. Coordinate policy development.
