Employment Type: Full Time

Location: Philadelphia, US

Description

Tourism Economics, a subsidiary of Oxford Economics, is currently hiring a HR & Office Operations Specialist, based in our Philadelphia office.

This role is the in-office HR presence and first point of contact for employees at Tourism Economics, and it keeps the office running. You will own day-to-day HR administration (benefits, payroll, onboarding, and immigration support), support finance administration, and manage office operations. You will work within the framework set by our parent company’s Global HR team and report to the Director of Operations.

Key Responsibilities

HR & BENEFITS

  • Serve as the first point of contact for employee questions on HR, benefits, and payroll, working with our PEO and Global HR.

  • Run open enrollment and administer benefits and retirement plans.

  • Lead onboarding and offboarding: paperwork, systems setup, equipment, and building access.

  • Administer leaves, PTO, and HR records, and keep local policies aligned with global policy.

  • Partner with managers and leadership on employee relations, escalating sensitive matters to Global HR.

PAYROLL, FINANCE & COMPLIANCE

  • Process payroll with our PEO and audit each pay period.

  • Support purchasing, invoices, expense reports, and budget tracking.

  • Support audits, filings, and compliance with employment, payroll, and benefits requirements.

  • Support employment-based immigration processes alongside outside counsel.

OFFICE OPERATIONS

  • Manage daily operations: supplies, mail, visitors, phones, vendors, and building management.

  • Plan internal events and offsites, and coordinate travel for employees visiting the office.

  • Provide ad-hoc assistance to executive leadership.

GLOBAL HR PARTNERSHIP

  • Support local recruiting, from interview logistics to offer letters.

  • Produce regular HR metrics and join Global HR systems and process initiatives.

Skills, Knowledge & Expertise

  • Bachelor’s degree in Human Resources, Business Administration, Finance, or a related field, or equivalent experience.

  • 3+ years in HR administration, payroll, or benefits administration, or in a combined HR and finance administrative role; PEO experience strongly preferred.

  • Experience in office administration or operations, such as vendor management, facilities coordination, or event planning is preferred but not required.

  • Working knowledge of employment law, benefits and retirement plan administration, and payroll.

  • Proficiency with HRIS/ERP platforms (e.g., SAP), PEO and payroll systems, and Microsoft Office or Google Workspace, especially spreadsheets.

  • Discretion and sound judgment with confidential information.

  • A welcoming, professional presence and the ability to prioritize competing demands. HR and payroll deadlines come first.

  • Comfort working inside a larger organization’s HR framework.

  • Experience with immigration processes alongside outside counsel is a plus.

This is a full-time, on-site position based at [Philadelphia / Wayne]. The role involves occasional lifting and moving of office supplies and equipment (up to ~20 lbs). Reasonable accommodations will be made for individuals with disabilities in accordance with applicable law.
