Job summary

The Regional Center of the East Bay (RCEB) is seeking an experienced Human Resources Manager to lead recruitment, employee relations, policy implementation, and organizational culture across our California offices in San Leandro and Concord.

Ideal candidates will bring a strong background in union negotiations, compliance with labor laws, and the ability to develop and administer HR programs under the direction of the Director of Human Resources.

Qualifications

• Bachelor’s degree in Human Resources, Business Administration, or related field.
• Minimum 7 years HR experience with labor negotiations and policy development.
• Union environment experience strongly preferred; nonprofit HR experience valued.
• Ability to train, supervise staff, and oversee payroll backup.
• Knowledge of labor laws, CBAs, and HRIS/Excel proficiency.

Responsibilities

• Lead union negotiations planning and execution with HR leadership.
• Manage employee relations, grievances, and performance issues.
• Develop, review, and update HR policies and employee handbook.
• Ensure legal compliance and risk mitigation in labor matters.
• Coordinate training for managers and employees on HR topics.
• Support performance management processes and documentation.
• Promote employee engagement and retention initiatives.
