Job summary

Jetstream of Houston, a subsidiary of Federal Signal, seeks an experienced HR leader to manage talent acquisition, performance management, onboarding, employee relations, compensation and benefits, and internal communications at the Houston site.

You will partner with Corporate HR and Legal, develop local HR programs, manage the department budget, ensure compliance, and mentor managers; travel up to 20% is required; a Bachelor's degree and PHR/SPHR are highly desired, with an MS/MBA preferred.

Qualifications

  • Bachelor's degree in HR or related field required
  • PHR or SPHR certification highly desired
  • Minimum 5 years’ HR management experience in manufacturing with 2+ years supervising
  • 5 years in talent development, recruitment, compensation & benefits, and compliance
  • Strong knowledge of applicable state and federal laws; excellent communication skills
  • HRIS experience and data reporting/analysis essential
  • Experience with UltiPro core data, BI, and performance management modules preferred
  • Proficiency in MS Office (Outlook, Word, Excel, PowerPoint)

Job description

Essential Job Duties and Responsibilities:

  • Manage all aspects of the Human Resources function including talent acquisition, performance management, onboarding, employee relations, local compensation and benefits administration, development and execution of employee communications, wellness initiatives and determination of local training needs. Lead and actively participate with the HR team in the recruitment for site positions at all levels as needed.
  • Protect interests of employees and the Company in accordance with Human Resources policies and governmental laws and regulations; Manage all employment related investigations and hearings.
  • Act as a change agent and work to establish a positive culture focused on high performance and transparency achieved through an effective communication strategy aimed at creating positive engagement and ongoing “buy-in”.
  • Drive organizational effectiveness by leading by example, coaching and mentoring all levels of management for continuous optimization of organizational development.
  • Facilitate development and implementation of company enterprise programs and align the same with Corporate and local business HR strategy, policies, programs and objectives and that promote high employee engagement and effective employee and management relations.
  • Provide supervision and guidance to direct reports to ensure that all HR functions are executed efficiently and effectively. Coach and develop direct reports to ensure future succession and bench strength.
  • Oversee the talent management process, facilitate talent assessment process and ensure appropriate talent development and coordinate with Corporate Human Resources for the business group.
  • In conjunction with management, develop human capital planning models to identify competency, knowledge and talent gaps; Create and participate in tactics of implementing specific local programs for filling talent gaps.
  • Act as a pro-active, trusted strategic business partner with business group leadership, Corporate Human Resources and Corporate Legal teams. Actively engage and contribute to Federal Signal enterprise wide Human Resources projects and initiatives.
  • Act as a goodwill ambassador for corporate with business local management team/employees, including (i) delivering corporate messaging, (ii) identifying opportunities for corporate to engage with local team at events/activities, and (iii) providing feedback to corporate from local team, as needed.
  • Position the company in the community and local market as an attractive employer by engaging with community organizations and local schools/community colleges to promote and provide opportunities with the company.
  • Ensure data accuracy of local data in Human Resources Information System.
  • Support the enterprise objectives around Mergers and Acquisitions, where possible, by participating in due diligence and post-acquisition integration.
  • Responsible for the development and management of the department budget and authorized expenditures.
  • Perform other duties, assignments and special projects as assigned.

Requirements

  • Bachelor’s degree in related field required; MS or MBA preferred.
  • Professional HR certification (PHR or SPHR) highly desired.
  • Minimum 5 years’ experience in Human Resource management within a manufacturing environment, with a minimum of 2 years of direct supervisory experience required.
  • Minimum 5 years’ experience in talent development, recruitment, compensation & benefits administration and compliance required.
  • Must possess extensive knowledge of and command of all applicable state and federal laws.
  • Demonstrated strong project management and process capabilities, using sound business judgment and the proven ability to plan, organize and prioritize work for results-oriented, on time, high quality results.
  • Professional, well-developed verbal, written and interpersonal communication skills critical.
  • Exceptional customer service focus and follow-through skills with proven ability to work in fast paced, high growth environment.
  • Ability to effectively take concepts/projects and create processes and frameworks to propose and implement new/modified HR programs, policies and procedures
  • Capable of building strong and respected business partnerships and trust at all levels in the organization.
  • Highly effective in problem-prevention and problem-solving skills with a mindset for a swift & positive resolution.
  • Demonstrated expertise in active listening, coaching and associate relations.
  • Prior experience working with HRIS and databases generating queries/reporting and analysis of data to drive decisions is essential.
  • Experience with UltiPro core data, recruitment, Business Intelligence and Performance Management modules highly desired.
  • Proficient with MS Office suite software including Outlook, Word, Excel, and PowerPoint required.
