Job summary

South East Education Cooperative Consortium seeks an HR Generalist/Accountant to provide professional HR, payroll, and accounting support. You'll administer bi-weekly payroll, manage benefits, leave records, onboarding and separations, and assist with AP/AR, financial records, reconciliations, and reporting.

Position Type: South East Education Cooperative/ Human Resource Generalist

Accountable to: Director of Business Services

Department: Business Services

FLSA Status: Full-Time; Exempt

Standard Office Hours: Twelve-month position; 40 hours a week, within the hours of 8:00 am to 4:30 pm M-F and other times to reach agency goals or job duties.

Decision Making Authority: Responsible for best interests of SEEC given what has been budgeted and carefully utilizes funding to achieve expected goals. Approval required from Director of Business Services (or assigned designee) on specific matters as outlined in policies and procedures.

Position Overview:

The HR Generalist / Accountant provides professional support across SEEC's human resources, payroll, and accounting functions. This position is responsible for the accurate and timely administration of bi-weekly payroll, employee benefits, leave records, onboarding and separation processes, and other day-to-day human resources activities. The position also assists the Director of Business Services with accounts payable, accounts receivable, financial recordkeeping, reconciliations, reporting, and other fiscal services. The position supports the overall goals, objectives, and strategies of SEEC and is responsible for representing SEEC in a positive and professional manner to staff, visitors, member schools, and other stakeholders.

Position Accountabilities, Responsibilities and Essential Functions

A critical part of every position is achieving the goals set for the position while delivering high levels of satisfaction to internal and external customers. This is realized by building positive internal individual and team relationships, positive relationships with external partners and exhibiting behaviors that contribute to the success of short and long-term goals of the agency. These behaviors include a focus on timely completion and high quality of work (with or without supervision) while following all legal, compliance, departmental, documentation, safety, timelines, program and other standards per company policies and procedures.

Position requires close collaboration with Director of Business Services, Clients, Stakeholders, and other SEEC employees in addition to Community and Funding Agencies.

Performance is equally a function of goal attainment; timely and accurate completion of assignments; building positive internal and external relationships; planning, communicating and coordinating work to avoid last minute confusion; and adherence legal/compliance guidelines and policies/procedures.

Significant Job Duties
70% Program Management: Payroll, Benefits & Human Resources
  • Administer accurate, timely, and compliant bi-weekly payroll processing for SEEC employees, including wages, stipends, reimbursements, deductions, leave, and other payroll-related payments.
  • Review payroll information for accuracy and completeness, identify discrepancies, and coordinate with employees and supervisors to resolve issues prior to payroll processing.
  • Process and reconcile employee and employer benefit deductions and contributions, including health insurance, retirement plans, HSA contributions, flexible spending accounts, and other employee benefits.
  • Monitor leave balances, usage, and accruals in accordance with SEEC policies and applicable requirements.
  • Maintain accurate and confidential employee personnel, payroll, and benefits records in accordance with agency policies and applicable legal and regulatory requirements.
  • Support recruitment activities, including job postings, application screening, and other pre-employment processes.
  • Coordinate employee onboarding and separation processes, ensuring required employment, payroll, benefits, tax, and other documentation is completed accurately and timely.
  • Coordinate with benefit providers, payroll vendors, retirement plan administrators, insurance providers, and other external partners to ensure accurate processing, billing, enrollment, and remittance of employee benefits and related services.
  • Perform end of month, quarter, calendar year and fiscal year processing following agency procedures and Software Unlimited checklists.
  • Maintain current knowledge of federal and state payroll, employment, tax, benefit, and HR requirements and apply that knowledge to daily operations.
  • Develop and maintain organized procedures and documentation to promote consistent, efficient, and reliable payroll and HR operations.

Protect the confidentiality and security of employee and payroll information, including personally identifiable information, compensation data, tax information, and benefit records.

20% Program Management: Accounting

Assist with the accurate and timely recording, tracking, reconciliation, and maintenance of financial transactions in accordance with established procedures and generally accepted accounting principles (GAAP).

Assist with accounts payable and accounts receivable processes, including invoices, payments, receipts, purchase orders, and related documentation.

Assist with financial reporting, account reconciliations, budget monitoring, and monthly, quarterly and year-end closing procedures.

Input accounts payable, accounts receivable and purchase orders into the agency accounting software accurately and in a timely manner.

Maintain accurate and organized financial documentation, vendor and customer records, and supporting records for audits, reporting, grants, and other fiscal requirements.

Provide timely and accurate fiscal support to SEEC programs and, when applicable, member school districts receiving Business Services support.

5% Stakeholder Relationships
  • Responsible for creating a positive impression of all who contact the SEEC office either in person, on the phone or by electronic means.
  • Expected to be knowledgeable of the programs and offerings of the agency in order to answer basic questions posed by those contacting the agency and to be able to connect clients to correct resources within the agency.
5% Professional Development

Build and extend own knowledge through a variety of professional development activities including but not limited to webinars, training classes, special certifications and by engaging in other professional development activities.

Essential Skills, Experience and Expertise:

Education: Associate degree in Accounting, Business Administration, Human Resources, or a related field preferred

Experience: One to three years' experience in an office with preference given to previous experience in accounting, human resources, payroll, or benefits administration.

Action oriented, entrepreneurial, and innovative approach to service delivery.

Interpersonal and Communication Skills: Requires excellent customer service and interpersonal communication skills. Able to effectively collaborate with diverse groups and develop high performing teams; yet smoothly manages individual and group conflicts. Handles last minute pressure and keeps calm when faced with competing demands and priorities.

Attention to Detail / Organization and Short/Long Range Planning: Excellent skills required.

Confidentiality: Requires proper protection, handling, storage, and disposal of confidential and personally identifiable information (PII).

Math Skills: Adept at addition, subtraction, multiplication, division, percentages, fractions, and basic descriptive statistics.

Financial Management and Analysis: Able to develop, track, analyze and explain expenses and variances.

Presentations / Speaking skills: Can develop and deliver effective small and large group presentations to a variety of clients and stakeholders.

Reading and Writing Skills: College Level: Requires analysis, synthesis and evaluation skills in a variety of areas per Bloom's taxonomy.

Driver's License: Required.

Use of software and office equipment: Ability to use smart phones and tablets, cloud based and internet apps, standard office equipment (copier, fax etc), computers, Office 365, other specialized software, and the internet. Working knowledge of Word, Excel, and PowerPoint to create and alter documentations, forms, presentations, and graphs. Able to retrieve / store documents on computer (desktop/laptop), shared site or on cloud-based service.
