Job summary

Bill Wilson Center seeks a Human Resources Generalist to partner with programs and leadership, supporting employee relations, benefits, leave, talent management, compliance and reporting.

The role reports to the Chief People & Culture Officer and focuses on building an engaged, compliant workforce across Santa Clara County. Experience with HRIS/ATS and Paycom is preferred.

Qualifications

  • Bachelor’s degree in HR, Business Administration, Psychology or related field.
  • Minimum 2 years HR Generalist experience.
  • Experience with HRIS/ATS systems (Paycom desirable).

Bill Wilson Center programs focus on housing, mental health care, supportive services, and advocacy. Job Summary

The Human Resources Generalist partners across the agency acting as a bridge between HR and Bill Wilson Center programs for positive impact. The ideal candidate will display strengths in employee relations, benefits, protected leave, talent management, talent acquisition, compliance and reporting. This dynamic individual will act as a thought partner to leadership and reports to the Chief People & Culture Officer. Come help us build a best in class employee culture!

Essential Duties / Responsibilities
  • Acts as a beacon for our values, enhancing the agency culture through your actions and through a belonging lens.
  • Serves as the designated main point of contact for employee inquiries regarding policies and best practices. Fosters a positive work environment which supports employee engagement.
  • Partners with leadership to resolve employee relations issues and inter‑personal conflicts. Conducts each step of the investigatory process interacting with legal counsel, shares recommendations of appropriate actions with Chief People & Culture Officer then composes investigation closed letters based on the guidance provided.
  • Administers employee benefits programs including health insurance, retirement plans and other voluntary benefits. Leads open enrollment process including benefits fairs and vaccination clinics.
  • Administers leave of absence process including FMLA, PFL, CFRA as well as worker’s compensation and requests for work accommodations. Maintains accurate leave records.
  • Coordinates the talent management process including periodic performance evaluations, objectives & key results and professional development initiatives.
  • Supports the talent acquisition process including career fairs, recruitment, hiring and onboarding. Creates a stellar new hire “experience”.
  • Coordinates with vendors and providers to resolve benefits related issues.
  • Analyzes compensation data to ensure internal equity as well as compliance with pay equity laws and makes recommendations.
  • Plans and implements initiatives to enhance employee engagement, recognition, and retention. Promotes and attends agency events.
  • Supports agency training initiatives around compliance, safety, and belonging.
  • Participates in periodic reporting as well as compliance reporting processes including dashboards, regulatory audits, and labor.
  • Conducts exit interviews and provides analysis of trends and insights to senior management around retention strategies.
  • Leads projects by clarifying objectives, establishing timelines, communicating with stakeholders, and meeting expected outcomes.
  • Ensures compliance with federal, state, and local labor laws, safety regulations, and industry standards.
  • Acts in the best interest of the agency.
  • Additional duties as assigned.
Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, Psychology or a related field. HR certifications are a plus.
  • At minimum, 2 years of HR Generalist experience.
  • Experience with HRIS/ATS systems is required. Paycom is highly desirable.
Required Skills / Abilities
  • Proficient in Microsoft Office Suite and/or GoogleSuite.
  • Knowledgeable of Human Resources practices including federal, state and local laws.
  • Ability to work effectively both independently and as part of a team.
  • Experience working with culturally diverse staff required.
  • Possesses high degree of attention to detail and strong written and verbal communication skills.
  • Comfortable presenting information in a group setting.
  • Able to balance multiple assignments in a fast‑paced work environment while meeting deadlines.
  • Ability to exercise discretion and confidentiality, maintaining professionalism at all times.
  • Acts as a role model within the agency.

Work Environment
  • Most duties will be performed in an administrative setting. Must have a valid California Driver’s License, reliable transportation and be able to drive between agency worksites on an as needed basis.
Pay Range

$75,000 - $85,000 annually
