POSITION DETAILS

York College, CUNY seeks a highly motivated and experienced professional that is student centric to serve as the Equity & Compliance Manager in the Office of Diversity and Compliance. This full-time position reports to the Chief Diversity Officer (CDO) and plays a critical role in supporting the College’s commitment to a safe, equitable, and inclusive learning and working environment.

The Equity & Compliance Manager will lead investigations related to complaints of Title IX, EEO, sexual misconduct, discrimination, harassment, and retaliation, while also providing support for affirmative action compliance and recruitment equity. This dual-capacity role ensures compliance with applicable federal, state, and local laws, and supports institutional efforts to embed equity into all employment and campus processes.

The Equity & Compliance Program Manager is responsible for conducting thorough investigations into complaints related to Title IX, Equal Employment Opportunity (EEO), the Americans with Disabilities Act (ADA), and other forms of discrimination. This role involves developing and administering Compliance Plans to ensure institutional compliance with applicable regulations, as well as preparing and analyzing demographic and employment data to support these plans. The Program Manager supports equitable hiring practices by assisting with job searches and recruitment compliance, and delivers training programs focused on diversity, equity, compliance, and policy education. Additionally, the role includes tracking and analyzing data related to job searches, demographics, complaints, and accommodations, maintaining detailed case records, and producing comprehensive investigative reports. The Program Manager ensures timely communication with complainants and respondents, collaborates with campus partners to coordinate responses to reported incidents, and fosters a welcoming, inclusive, and equitable campus environment. This position also assists in classifying and identifying incidents for record-keeping purposes, policy development, assessment and actively participates in relevant committees and training sessions.

Duties and Responsibilities include, but at not limited to the following:

Manage the daily responsibilities associated with conducting investigation and informal resolutions pursuant to CUNY policy and prepare comprehensive investigation reports.

Create and implement training on diversity, equity, compliance, and policy education.

Manage accurate records in accordance with federal and university regulations (e.g., Title IX, Title VI, Title VII, ADA, VAWA, Clery, etc).

Ensure timely updates and case tracking through the Discrimination Complaint Log and related documentation systems.

Collaborate with HR, Legal, Student Affairs, and Public Safety as needed during investigations.

Develop and deliver campus-wide education, programs and training on Title IX, sexual misconduct, discrimination, harassment, retaliation, diversity and compliance-related issues.

Review and support equity in faculty and staff search processes, including but not limited to reviewing job postings, committee structures, and applicant pools.

Prepare annual reports on compliance, workforce demographics, hiring activity, and recruitment outcomes.

QUALIFICATIONS

Required Qualifications:

Bachelor's degree and six years' related experience required

Experience conducting investigations related to Title IX, EEO, ADA, and discrimination.

Strong skills in conflict resolution, problem solving, interviewing, and investigation.

Excellent written and oral communication skills.

Ability to manage highly sensitive and confidential information.

Knowledge of nondiscrimination laws and compliance regulations.

Demonstrated commitment to working with diverse, multicultural populations.

Preferred Qualifications:

Juris Doctor (J.D.) and two years of experience conducting investigations.

Experience in a higher-education setting or related field.

Strong analytical skills and the ability to assess and negotiate complex situations.

Ability to work collaboratively and professionally across multiple constituencies.

Oversees the implementation, administration, and communication of diversity programs

Collaborates with the college Chief Diversity Officer and campus management to develop and implement programs, prepare plans and reports, perform internal compliance audits, and resolve questions and concerns

Prepares and trains on CUNY compliance mandates and relevant city, state, and federal statutes such as Title VII, Title IX (Sexual Harassment Policies), Section 504, and the Americans with Disabilities Act

Collects, analyzes, and prepares reports, identifying and presenting findings, patterns and trends, and recommending college policy and procedural changes

Performs related duties as assigned.

$94,909 - $105,816 - Salary commensurate with education and experience.

CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will increase by approximately 9.54% with an additional increase of 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
