Job summary

Wheeling Hospital seeks an experienced HR leader to oversee recruitment, performance management, succession planning, and employee relations, aligning with WVU Medicine's vision for human resources.

The role requires leading a team of HR professionals, collaborating with executive leadership, and driving engagement and compliance across the organization. This position reports to senior leadership and supports mergers and acquisitions within WVUHS.

Qualifications

  • Bachelor’s degree in human resources, industrial relations, business administration, organizational development or related field.
  • Eight (8) years of Human Resources experience with at least 5-7 years of leadership/people management experience.

Responsibilities

  • Leads the development of HR strategies and programs aligned with the organization’s direction.
  • Collaborates with WVU Medicine CHRO and Talent Acquisition to plan HR needs and strategies.
  • Develops engagement and retention strategies; measures outcomes in business terms.
  • Acts as advisor to senior leadership on human capital matters and culture.
  • Develops and mentors HR team; ensures compliance and best practices in HR operations.
  • Oversees HR programs, policies, budget, and day-to-day operations.

Job description

This position develops and leads the Human Resources team in recruitment, organizational and performance management, succession planning, change management, and employee relations by implementing the WVU Medicine vision for human resources and optimizing team performance. It is responsible for developing a philosophy for managing the human resource function to reflect best practices in alignment with the WVU Medicine organizational mission, and for providing leadership and oversight to a team of HR professionals while articulating Human Resources needs and plans to executive management and leadership teams.

Minimum Qualifications
  • Bachelor’s degree in human resources, industrial relations, business administration, organizational development or related field.
  • Eight (8) years of Human Resources experience with at least 5-7 years of prior leadership/people management experience.
Preferred Qualifications
  • Master’s degree in human resources, industrial relations, business administration, or related field.
  • Professional Human Resources (PHR) or Senior Professional in Human Resources (SPHR) certification and/or SHRM-CP and SHRM-SCP certification.
  • Prior experience and knowledge of Joint Commission and other regulatory standards in the healthcare industry.
  • Prior experience in healthcare with an emphasis on recruitment.
  • Prior experience in a union environment, understanding the collective bargaining process and how to manage labor relations.
  • Prior experience in healthcare with an emphasis on employee and labor relations.
Core Duties and Responsibilities
  • Leads the development of service-oriented Human Resources strategies and programs in support of the overall business plan and strategic direction of the organization.
  • Collaborates with the CHRO of WVU Medicine and the Director of Talent Acquisition, WVU Medicine to develop HR plans and strategies that ensure the organization has the talent, culture, and engaged workforce needed to achieve business objectives and support long-term strategy and goals.
  • Develops strategies for improving the workplace through engagement and retention programs. Measures outcomes of programs in business terms to support program investments.
  • Serves as an advisor to the senior leadership team and a strategic advisor on human capital matters and their impact on organizational culture.
  • Assesses, inspires, and develops an HR team to create an innovative HR function that supports the organization.
  • Provides leadership and oversight for HR programs and policies, ensuring that they are current, competitive, within financial constraints, and in compliance with legal requirements.
  • Works directly with Recruiters, Human Resources Business Partners and HR Employee/Labor Relations staff in the creation and achievement of strategic goals and risk management for the organization. Drives projects to completion.
  • Oversees the development of the annual operating budget for the HR Department.
  • Provides leadership, direction, evaluation and support to the HR Department to discover creative ways to deliver services, achieve economies of scale and incorporate best practices into the department operations.
  • Acts as a liaison with WVU Medicine HR Shared Services to deliver the highest quality of HR services.
  • Works closely with staff to assist them in defining and achieving their operational and management goals and performance objectives.
  • Guides managers and senior leaders on complex employee relations matters for staff.
  • Monitors human resources indicators to identify problem areas and make recommendations to address deficiencies that will help better support the organization.
  • Implements change management plans to meet the continually changing needs of the organization.
  • Assists with the onboarding of newly hired or promoted senior leaders and directors.
  • Supports mergers and acquisitions into WVUHS.
  • Employee Relations duties (only at applicable locations needing union support):
  • Guides managers and senior leaders on complex employee relations matters for union staff.
  • Partners with legal counsel on the administration and negotiations of the collective bargaining agreement (CBA) to ensure that it is followed appropriately.
  • Mentors HR team members on the administration of the CBA.
