Position Summary

The Housing Services Program Coordinator manages the day‑to‑day operational backbone of United Way Forsyth County's Rapid Re‑Housing and Supportive Services for Veteran Families (SSVF) programs. This role owns Temporary Financial Assistance (TFA) fund management and reconciliation, provides leadership and supervision to case managers across UWFC staff and subcontracted partner agencies, maintains landlord and property manager relationships, and serves as backup housing inspector capacity for the team. This role works closely with the Compliance, Policies and Procedures Coordinator to ensure day‑to‑day casework aligns with current program guidance, and with the Data and HMIS Coordinator on data quality for case‑level activity.

Duties and Responsibilities
Fund Management and Compliance
  • Manage Rapid Re‑Housing and SSVF Temporary Financial Assistance (TFA) funds, tracking spending rates against budget.
  • Pre‑screen TFA requests for eligibility and required documentation.
  • Track and assist with reconciliation of grant spending; flag variances early.
  • Maintain audit‑proof record systems for state and federal documentation requirements.
Case Management Leadership
  • Provide leadership, support and problem‑solving to Rapid Re‑Housing and SSVF case managers, including subcontracted partner staff.
  • Advise case managers on HUD‑RRH and VA‑SSVF program guidelines.
  • Facilitate case conferencing meetings with case managers and other homeless service providers.
  • Train new case managers and staff on day‑to‑day operations.
Landlord and Housing Relations
  • Foster relationships with property managers and advocate for placement of program participants.
  • Locate affordable housing units and provide leads to case managers and clients.
  • Review lease agreements and addenda to identify and flag problem terms before they escape into placement delays, eviction risk, or compliance issues.
  • Coordinate with landlords, case managers, and inspectors to see lease and placement agreements through from execution to fulfillment, ensuring all parties complete their required steps on time.
  • Conduct comparable market analysis to support rent reasonableness determinations and Fair Market Rent Compliance.
  • Maintain a current Housing Directory of affordable housing for community providers.
  • Negotiate client debt and resolve housing placement barriers to reduce evictions and lease violations.
  • Organize landlord appreciation and outreach events.
Inspections
  • Serve as backup inspector for HUD Housing Quality Standards (HQS) or the successor NSPIRE standard, and Lead‑Based Paint inspections, supporting the primary Housing Inspector.
  • Note: this is contingence capacity, not guaranteed coverage from elsewhere on the team‑another staff member holds HQS/NSPIRE certification, but this primary role is landlord engagement and availability for backup inspections should not be assumed.
  • Ensure inspected properties meet HQS/NSPIRE and Rent Responsibilities standards.
Qualifications
  • Bachelor's degree preferred, or equivalent combination of education and experience.
  • 3+years of experience in housing services, homelessness response, property management, or related human services field.
  • Ability to travel throughout the service area with reliable transportation.
  • HUD HQS certification preferred; if not already certified, candidate should be prepared to obtain it (and NSPIRE certification if/when required) within 6 months of hire, since backup inspection coverage elsewhere on the team is not guaranteed.
  • Experience reviewing, negotiating, or preparing real estate or lease contracts strongly preferred - this role requires reading lease agreements and addenda closely enough to catch problem terms before they affect a placement.
  • Familiarity with contracts and contract implementation strongly preferred - comfortable coordinating across multiple parties (landlords, case managers, inspectors, lenders, etc.) to make sure a signed agreement's terms actually get carried out on schedule, not just reviewed on paper.
  • Experience conducting comparable market or rent analysis (e.g., prior real estate, leasing, or property management background) strongly preferred, to support rent reasonableness and Fair Market Rent determinations.
  • Experience managing program funds and reconciling grant spending.
  • Proven supervisory or team leadership experience.
  • Working knowledge of HUD Rapid Re‑Housing and VA SSVF program guidelines.
  • Proficiency with HMIS or comparable case management data systems.
  • Strong negotiation, organizational, and relationship‑building skills.
Desired Competencies
  • Comfort balancing financial accountability with client‑centered case management.
  • Experience working with veterans or other vulnerable populations.
  • Familiarity with the local Forsyth County‑area rental housing market.
  • Background in real estate, leasing, or property management is a strong differentiator for this role, given its blend of financial, contract, and landlord‑facing responsibilities.
Requirements
  • Valid NC Driver’s License and reliable vehicle for business use.
  • Ability to pass a background check and provide references.
  • Intermediate computer skills, proficient in MS office particularly with EXCEL.
  • Strong presentation, communication, and conflict‑resolution skills.
  • Able to interact compassionately and professionally with program participants.
  • High level of professionalism in stressful situations.
  • Ability to communicate effectively with individuals experiencing barriers.
  • Strong organizational skills and ability to prioritize tasks independently.
  • Hybrid office position: Monday‑Thursday Office, Friday remote.
Supervision

This position supervises the Housing Inspector Program Assistant (part time role) and Landlord Engagement Specialist/Housing Locator (full time role).

Physical Requirements
  • Ability to move throughout the office to access files and supplies.
  • Ability to lift up to 20 pounds occasionally.
